Measures to Promote the Functional Enhancement of Business Centers in Chaoyang District

Recipients

Except for Articles 1, 2, 3, and 13, applicants must be enterprises, public institutions, private non-enterprise entities, or social organizations that operate in compliance with regulations and possess independent legal person status within the functional area of Beijing CBD and the Jinzhan International Cooperation Service Zone. Articles 1, 2, and 3 apply to Chaoyang District, while Article 13 is not subject to the aforementioned restrictions.

Specific Support Measures

Building a Cluster Zone for Headquarters Economy

01 Supporting headquarters capacity upgrading

For recognized existing regional headquarters of multinational corporations, foreign-invested R&D headquarters, trade-oriented headquarters enterprises, cultural headquarters enterprises, sci-tech innovation headquarters enterprises, and industry demonstration headquarters enterprises:

Those with a year-on-year revenue growth exceeding 10% will receive a reward of up to RMB 5 million;

Those with a year-on-year revenue growth exceeding 5% will receive a reward of up to RMB 3 million.

02 Promoting the specialized development of headquarters enterprises

Recognized service-oriented headquarters enterprises and financial headquarters enterprises that meet the following basic conditions will receive support of up to RMB 3 million:

Service-oriented headquarters enterprises

Their main businesses include technology services, information services, business services, healthcare, etc., employing more than 50 people, and owning two or more branches. Specifically, those with technology services or information services as their main businesses must earn revenues exceeding RMB 1.5 billion in the previous year; those with business services as their main businesses must earn revenues exceeding RMB 1 billion in the previous year; and those with healthcare, tourism, culture, sports, entertainment, accommodation, catering, etc., as their main businesses must earn revenues exceeding RMB 500 million in the previous year.

Financial headquarters enterprises: Their main businesses include banking, insurance, securities, financial leasing, asset management, automotive finance, payment, etc., with revenues exceeding RMB 2 billion in the previous year.

03 Encouraging the development of functional headquarters

For newly recognized or established functional headquarters engaged in as investment, settlement, finance, supply chain, procurement, and sales that align with regional industrial development orientation, with a parent company’s total assets of no less than USD 50 million, direct or indirect shareholding by the parent company of no less than 50%, and a cumulative paid-in registered capital of no less than USD 1 million, as well as newly established subsidiaries of central enterprises at or above the second tier. Those with revenues exceeding RMB 1 billion, RMB 500 million, and RMB 100 million in the previous year will receive RMB 3 million, RMB 2 million, and RMB 1 million in support.

Building High-Quality International Financial Clusters

04 Supporting the establishment and development of foreign-invested financial institutions

Newly established foreign-invested financial institutions with paid-in capital exceeding RMB 3 billion, RMB 1 billion, RMB 500 million, and RMB 100 million will receive support of RMB 25 million, RMB 10 million, RMB 5 million, and RMB 2.5 million, respectively. First-tier branches of financial institutions and second-tier branches of banks newly established in Chaoyang District will receive a one-time establishment support of RMB 2 million.

Existing foreign-invested financial institutions that increase their paid-in capital by more than RMB 10 billion or RMB 1 billion in a single transaction will receive support of RMB 10 million or RMB 5 million, respectively.

Foreign-invested financial institutions that have operated in compliance with regulations for more than one year can apply for support six times, with the support amount not exceeding RMB 5 million per institution per application; those that expand their production and operation scale, the above criteria may be applied accordingly.

05 Attracting renowned venture capital institutions

The first representative office, office, consulting company, etc. newly established in China by globally renowned venture capital institutions will receive support of up to RMB 1 million. Their actual management scales should exceed RMB 1 billion.

06 Supporting the investment positioning of sovereign wealth funds

Chaoyang District supports the registration and establishment of legal person investment institutions by sovereign wealth funds and their engagement in actual investment activities. For those investing in key industries in Chaoyang District with annual new actual investment exceeding RMB 500 million, support of RMB 2 million will be granted.

Newly established sovereign wealth funds will receive tiered support based on the institutional influence. Specifically, those setting up subsidiaries, branches, or representative offices will be granted RMB 1 million, RMB 500,000, and RMB 200,000 in support, respectively.

Building Clusters for Professional Services

07 Supporting the upgrade and expansion of professional service institutions

Professional service institutions in the region, such as those engaged in legal services, accounting and auditing services, management consulting, advertising services, human resources services, intellectual property services, and inspection and testing services, that upgrade from non-independent legal entities to independent legal entities and earn revenues exceeding RMB 200 million, RMB 100 million, and RMB 50 million in the previous year will receive support of RMB 500,000, RMB 300,000, and RMB 200,000, respectively. Professional service institutions that are included in the statistics of above-scale enterprises for the first time and earn revenues exceeding RMB 100 million in the previous year will receive support of RMB 200,000.

08 Extending the business chains of professional services

“Fengming Enterprises” that apply for Beijing CBD professional service vouchers to purchase professional services such as legal, accounting, auditing and tax, consulting, human resources, and advertising can receive support based on 30% of the actual contract payment amount, with the support not exceeding RMB 300,000.
