Chapter I General Provisions

Article 1

This policy is formulated to fully implement Beijing’s strategic goals of becoming an international center for scientific and technological innovation and a benchmark city for the digital economy. It aims to promote the high-quality development of high-tech industries in Chaoyang District, while accelerating efforts to build a core area for the digital economy and a modern international innovation district.

Article 2

This policy supports innovative entities such as enterprises, universities, research institutes, and social organizations that engage in production, operation, and ecological services in key industries focused on sci-tech innovation in Chaoyang District.

Chapter II Support for the Cultivation of Entities Specializing in High-Grade, Precision, and Advanced Industries and the Growth of Sci-tech Industries

Article 3 Support for cultivating leading sci-tech innovation enterprises

Chaoyang District supports the cultivation of a group of leading sci-tech innovation enterprises that demonstrate rapid development and significant growth potential.

Enterprises that can be accelerated to achieve an annual operating revenue (or output value) of over RMB 5 billion within three years may receive continuous financial support of up to RMB 10 million annually for three years.

Enterprises that can be accelerated to achieve an annual operating revenue (or output value) of over RMB 10 billion within five years may receive continuous financial support of up to RMB 15 million annually for five years.

Article 4 Support for cultivating a group of potential sci-tech industry enterprises and enterprises shoring up weak links in the industrial and supply chains

Chaoyang District supports the cultivation of the sci-tech innovation industrial chain. High-potential and fast-growing enterprises on key industrial chains of sci-tech innovation in Chaoyang District, or key enterprises playing a role in shoring up weak links in the industrial and supply chains, may receive continuous financial support of up to RMB 10 million annually for three years for projects involving breakthroughs in key and core technologies innovation platform development, and scenario implementation after comprehensive evaluation.

Article 5 Support for capacity upgrading of information service and sci-tech service enterprises

Enterprises in the information transmission, software and information technology services, as well as scientific research and technical services sectors:

Those achieving an operating revenue of RMB 10 billion, RMB 5 billion, RMB 3 billion, or RMB 1 billion for the first time will receive one-time rewards of RMB 10 million, RMB 5 million, RMB 3 million, or RMB 1 million, respectively.

Enterprises with an operating revenue exceeding RMB 10 billion, RMB 5 billion, or RMB 1 billion in the previous year:

Those with a year-on-year growth rate exceeding 20% will receive support of RMB 10 million, RMB 5 million, or RMB 2 million, respectively.

Those with a year-on-year growth rate exceeding 10% will receive support of RMB 5 million, RMB 3 million, or RMB 1 million, respectively.

Those with a year-on-year growth rate exceeding 5% will receive support of RMB 2 million, RMB 1 million, or RMB 500,000, respectively.

Article 6 Support for the development of new industrialization

Chaoyang District supports industrial enterprises to conduct technological innovation R&D, as well as intelligent and digital transformation. Projects that achieve technological breakthroughs and drive industrial chain enhancement may receive financial support of up to RMB 5 million, calculated at no more than 30% of the project investment.

Chaoyang District supports sci-tech innovation enterprises to implement projects such as the construction, renovation, and expansion of R&D centers, scientific research laboratories, and pilot-scale production lines in advanced manufacturing and related service sectors. Financial support of up to RMB 5 million may be granted, calculated at no more than 30% of the project investment.

Chapter III Support for Enterprises to Enhance Opening-up and Innovation Capabilities

Article 7 Support for enterprises to increase R&D investment

Enterprises in the information transmission, software and information technology services, scientific research and technical services, and industrial sectors that have a total actual R&D investment exceeding RMB 100 million in the previous year and are included in the district’s above-scale statistical scope will receive support of up to RMB 5 million.

Article 8 Support for the establishment of foreign-invested R&D centers

Chaoyang District supports foreign-invested enterprises to establish R&D centers in the district. Financial support of up to RMB 5 million annually may be granted based on the R&D investment of enterprises recognized as Beijing foreign-invested R&D centers.

Article 9 Support for the construction of innovation laboratories, industrial innovation centers, and other innovation R&D platforms

Chaoyang District supports enterprises, research institutions, universities, and professional service organizations to focus on key industries of sci-tech innovation or future industries in Chaoyang District to construct innovation laboratories, industrial innovation centers, engineering research centers, and other innovation R&D platforms. These platforms will serve to drive the enhancement of core innovation capabilities in the regional industry and may receive continuous financial support of up to RMB 10 million annually for three years.

Continuous financial support of up to RMB 15 million annually for five years may be granted to innovation R&D platforms playing a significant role in cutting-edge technology R&D, breakthroughs in key and core technologies, and the cultivation and growth of future industries, and have received development support from municipal-level authorities or above.

Article 10 Support for the construction and operation of common technology service platforms

Chaoyang District supports the construction of public technology platforms, collaborative innovation platforms, testing and inspection facilities, and other technical service infrastructure to provide enterprises with professional services such as R&D testing, design certification, pilot-scale production, small-scale manufacturing, technical consulting, and cross-domain integrated innovation. The entities responsible for the construction and operation of these platforms may receive continuous financial support of up to RMB 10 million annually for three years.
