Measures for Supporting Innovation and Entrepreneurship among Young Sci-tech Talents in Chaoyang District

01 Recipients

Fields: Key “Sci-tech +” areas such as AI, digital security and digital healthcare.

Recipients: Outstanding young talents under the age of 35 who started their first business in Chaoyang District and have been in business for less than 3 years.

02 Office empowerment

Startups: Free registered address, shared conference space for up to two years, and 5 shared workstations.

Growing enterprises: Space support with 50% in the first year, 30% in the second year, and 20% in the third year (not exceeding 500 m2).

03 Financial support

First-time loan interest subsidy: Full interest subsidy for first-time loans.

Financing subsidy: 30% interest subsidy on single financing (up to RMB 100,000 annually for three consecutive years).

Angel round incentive: 10% of the angel round financing amount as a reward (up to RMB 500,000).

04 R&D support

Financial support of up to RMB 500,000, equivalent to 50% of the contract amount, for projects such as renting laboratories or large-scale scientific research equipment and entrusted experiments.

05 Computing power assistance

Supporting the use of computing power vouchers, model vouchers and corpus vouchers for R&D and innovation activities, providing financial support equivalent to 50% of the project contract amount, up to RMB 500,000 annually.

06 Scenario opening

Providing a batch of application scenarios free of charge.

Supporting the implementation of application scenarios: Reward of up to RMB 300,000 per project.

Supporting scenario matching services: One-time subsidy of RMB 100,000 for successfully matching 5 or more projects annually.

08 District-level support

Provincial and ministerial projects

For projects approved at the provincial or ministerial level and implemented in Chaoyang, the matching reward with the same amount (up to RMB 2 million) will be provided.

Overseas talent introduction projects

Overseas talents recommended and certified by the Central Government or the Beijing Municipal Government are eligible for the matching reward with the same amount as the municipal-level incentive.

09 Space upgrade

Creating “Chaoyang Space” to support young sci-tech talents in entrepreneurship, providing subsidies of up to RMB 1 million (for 5 consecutive years) and offering one-stop services for government affairs, finance, investment and financing.

10 Internship support

Establishing overseas talent internship bases and providing high-quality internship positions.

11 Talent introduction reward

For each global TOP 200 STEM Ph.D. introduced by a private enterprise who works stably for one year, a reward of RMB 100,000 will be provided.

12 Achievement commercialization reward

For technology transfer talents who facilitate significant breakthroughs in technology or project and their implementation in Chaoyang District, a reward of up to RMB 200,000 (50% of the actual service commission) per project will be provided.

13 Housing support

Outstanding young founders

Three months of free housing, followed by a 20% rent subsidy; for talent-founded enterprises with rapid growth in revenue, financing, patents and R&D, a subsidy of up to 50% will be provided, up to RMB 2,000 per month, with a maximum period of 3 years.

Outstanding entrepreneurial PhDs

Global TOP 200 STEM PhDs can apply for rent-free talent apartments, with a period of up to 3 years.

Postdocs

Postdocs who engage in innovation and entrepreneurship in Chaoyang District and sign a labor contract of 3 years or more can receive a settlement subsidy of RMB 200,000 or rent-free talent apartments for up to 3 years.
