We ranked among the city’s top performers in pollution prevention and control assessment, with an annual average concentration of fine particulate matters (PM2.5) at 32 μg/m³, and the ratio of days with good air quality and PM10 annual average concentration both reaching the best levels in three years. We achieved 100% compliance with Grade-III level or above for water quality at 8 national and municipal monitoring sections. The groundwater table rose for the five consecutive year.

举办首届亮马河论坛，再现通惠渠水乡美景，坝河将台段滨水空间焕新开放，北小河东湖段进场施工。

We hosted the first Liangma River Forum and restored the water landscape along Tonghui Canal. We renovated and opened waterfront spaces along the Jiangtai section of Ba River and commenced construction on the Donghu section of Beixiao River.

举办首届北京朝阳花园节，打造“一园一花一品”和“一路一花一叶”特色景观，推出首个花园式示范街区，建成公园环绿道朝阳段一期以及一批城市画廊、社区公园、全龄友好公园。

We organized the first Beijing Chaoyang Garden Festival, creating distinctive landscapes featuring “one garden, one flower, one style” and “one road, one flower, one leaf”. We launched the first garden-style demonstration block and completed Chaoyang section Phase I of park-connecting greenway along with urban galleries, community parks, and age-friendly parks.

We geared public services to actual needs.

出台重点产业技能人才急需紧缺职业目录，建成全市首个区级体系化零工市场，发放就业政策资金10.9亿元。

We released a catalog of urgently needed professionals for key industries and built the city’s first district-level systematic odd-job market. Employment policy funds totaling 10.9 billion yuan was distributed.

首次举办教育发展大会，启动人工智能赋能行动，全市首个区级青少年创新学院建成，全市首个科学高中启动建设，北京中学科技分校开学，公办中小学优质资源实现全覆盖，朝阳区被认定为全国首批中小学科学教育实验区、义务教育优质均衡发展区。

We held the first Education Development Conference and launched the AI-empowerment campaign. We built the city’s first district-level youth innovation academy and initiated construction of the city’s first high school of science. The Science and Technology Branch of Beijing Academy became up and running. Quality public primary and secondary school resources reached full coverage. We became one of China’s first experimental zones for science education and a district with balanced development of compulsory education.

首都医科大学三博脑科医院、国家中西医结合医学中心等规划建设取得明显进展，社区卫生服务中心专病特色科室数量占全市15%、儿科诊疗和中医馆覆盖率达100%，朝阳区入选国家中医药传承创新发展试验区。

We made noticeable progress in the planning and construction of such projects as Sanbo Brain Hospital of Capital Medical University and National Center for Integrated Traditional Chinese and Western Medicine. Community health service centers’ specialized departments account for 15% of the city’s total, with 100% coverage of pediatric care and Traditional Chinese Medicine clinics. Chaoyang District was selected as a national experimental zone for Traditional Chinese Medicine (TCM) preservation and innovation-driven development.

在全市率先落地“上车即入院”急救模式，反应时间缩短至9分钟，跃居全市前列。

We took the lead citywide in launching the “ambulance-to-admission” emergency care model, reducing response time to 9 minutes, ranking among the city’s top performers.

新增区域养老服务中心17家、养老家庭照护床位1500张，建成全市首家托育综合服务中心。

We added 17 regional elderly care service centers and 1,500 home-based care beds for senior citizens. The city’s first comprehensive childcare service center was created.

完成52个老旧小区综合整治，老楼加装电梯开工212部、完工152部。

We completed integrated renovation of 52 run-down residential compounds. We started installation of 212 elevators and completed 152 in old residential buildings.

构建15分钟文明实践阵地网络，推进未成年人思想道德建设。

We constructed a public civility education network within 15-minute reach and promoted moral education of minors.

中国科学家博物馆等10家博物馆开馆。

Ten museums including The National Museum for Modern Chinese Scientists were opened to the public.

朝阳区在全国双拥模范城创建、全国无障碍建设示范城市创建、北京学习型城市示范区建设中，取得优异成绩。

We achieved outstanding results in the city’s efforts to become a national role model in military-civil relationship and a national demo city for barrier-free environment, and in developing demo areas for “Beijing as a Learning City” initiative.

妇女儿童、青少年等事业取得新发展，国防动员、民族宗教、侨务对台、外事服务等工作全面进步。

We made new progress in women’s, children’s and youth affairs, and achieved comprehensive advancement in national defense mobilization, ethnic and religious affairs, overseas Chinese affairs, Taiwan-related work, and foreign affairs services.

Guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will follow the visions outlined at the 20th CPC National Congress, the Second and the Third Plenary Session of the 20th CPC Central Committee, and the Central Economic Work Conference, the instructions of General Secretary Xi Jinping in his important speeches on Beijing. We will continue to make progress while ensuring stable performance, follow the new development philosophy in a comprehensive, accurate and thorough manner, orient our work towards building the national capital for the new era and implement the strategies set by the Sixth Plenary Session of the Thirteenth Committee of the CPC Beijing Municipal Committee and the Ninth Plenary Session of the Thirteenth Committee of the CPC Chaoyang District Committee. We will incorporate the Five Key Initiatives into the new development dynamic, further deepen reform in all areas to stabilize growth, increase vitality, build confidence, prevent risks, improve well-being and ensure safety. Self-governance of the Party will be rigorous in every aspect. With greater dedication and enthusiasm, we shall gain new ground in high-quality development.

Institutions and mechanisms for expanding the tax sources and for driving economic development will be improved, in addition to the industrial policy system. We will reform the tax system and fine-tune the budget management model featuring “zero-based budgeting + performance evaluation”.

完善金融服务矩阵，推动金融资本与试点园区精准匹配，促进科技—产业—金融高水平良性循环。

We will improve the financial service matrix, promote precise matching between financial capital and pilot parks, and foster a high-level virtuous cycle among technology, industry, and finance.

健全发展新质生产力体制机制，筹备朝阳产业技术转化研究院，提升科技平台公司的招商引资、服务运营能力。

We will improve the institutions and mechanisms for developing new productive forces. Efforts to create the Chaoyang Industry Technology Transfer Research Institute will be made, and science and technology platform companies will be better equipped to attract investment and provide services.

推进服务业标准化建设，抓好两业融合示范园区申报建设。

We will promote standardization in service industries and make strong efforts to build demonstration parks for the integration of manufacturing and service industries.

完善落实“两个毫不动摇”政策机制，深化国有经济布局优化和结构调整，健全促进民营经济发展工作机制。

Consistent efforts will be made to improve the policies and mechanisms for consolidating and developing the public sector, and for encouraging, supporting and guiding the development of the non-public sector. We will further step up improvement of layout of the state sector and its structural adjustment, and establish mechanisms for supporting private businesses.

We will improve the institutions and mechanisms for high-level opening up.

谋划服务业扩大开放3.0方案，深化自由贸易试验区提升行动，聚焦国际金融、数字医疗等领域开展首创性、集成式探索。

We will work on a 3.0 plan for opening up the services sector, further improve the pilot free trade zone, and explore pioneering and integrated initiatives in such fields as international finance and digital healthcare.

落实跨境服务贸易负面清单，推动新一轮增值电信、医疗等领域试点任务落地。

We will adopt the negative list for cross-border service trade, and launch a new round of trails in value-added telecommunications, healthcare, etc.

持续优化营商环境，强化招商引资统筹和规范，深化建设全国市场监管数字化试验区，深入打造北京国际商事仲裁中心核心承载区。

We will keep working for a better business environment, be more coordinated and follow higher standards in investment promotion, develop a national digital transition experiment zone for market supervision, and build the core space for the Beijing International Commercial Arbitration Center.

健全城乡建管和民生领域体制机制。

We will improve the institutions and mechanisms for urban-rural development and management, and for people’s well-being.

探索完善绿隔地区减量提质增绿政策与路径，推进农村产权流转交易规范化建设。

We will explore and improve policies and paths for high-quality green development with reduced input in the greenbelt areas, and develop rules and standards for rural property rights transfer.

健全城市建设运营治理体制，强化轨道站点周边的功能集聚与资源整合，完善城市更新分类实施机制。

We will improve the system for managing and governing urban development, create a better distribution of functions and resources around rail transit stations, and improve mechanisms for classification-based urban renewal.

健全文化和旅游融合发展体制机制，推动社会力量参与公共文化服务。

We will improve the institutions and mechanisms for cultural and tourism integration, and encourage non-governmental players to play a role in public cultural services.

健全保障和改善民生制度，夯实基层导向的就业公共服务机制，推动渐进式延迟法定退休年龄改革平稳实施，深化教育集团化办学改革、科学教育综合改革、教育评价改革和课程教学改革，统筹“三医”联动发展，深入实施医保支付方式改革。

We will improve the mechanisms for supporting and bettering people’ well-being, consolidate mechanisms for providing public employment services that are geared to needs on the ground, and phase in higher statutory retirement age. We will deepen reform in education group-based schooling, scientific education, education evaluation, curriculum and pedagogy, take a coordinated approach to medical treatment, medical insurance, and medicine supply, and reform the medical insurance payment method.

Second, we will keep to the highest standards as befitting the nation’s capital to support Beijing’s position as the “Four Centers”.

We will better manage governance environment and build distinctive landscapes. Important urban spaces will be properly planned, designed and built. Landscape along key transport routes between the core zone and the BMC will be improved.

深入实施文化强区战略。

We will press ahead with the strategy of strengthening the district through culture.

广泛践行社会主义核心价值观，统筹推动文明培育、文明实践、文明创建。

The core socialist values will be observed extensively, and coordinated efforts will be made to raise and embrace cultural and ethical standards, and to carry out initiatives to this end.

深化博物馆之城、阅读之城、艺术之城、双奥之城、时尚之城建设，强化“文旅+百业”，完成博物馆百馆工程。

We will advance the development of a city of museums, a city of reading, a city of arts, a dual-Olympic city, and a city of fashion, implement the strategy of “culture-tourism + all industries,” and complete building one hundred museums.

聚焦北京“演艺之都”建设，加快全市首个AIGC视听产业创新中心等项目建设，打造三里屯—亮马河国际文化演艺区。

As Beijing works to become a capital of performing arts, we will accelerate projects such as the city’s first AIGC audio-visual industry innovation center, and create the Sanlitun-Liangma River International Cultural Performing Arts Zone.

加强文物修缮活化利用，传承保护好大运河文化带。

We will step up the repair and revitalization use of cultural relics, and properly preserve the Grand Canal cultural belt.

大力集聚品牌赛事，创建国家全民运动健身模范区。

We will host more hallmark sports events, and create a national exemplary district for mass sports and fitness.

优化国际交往窗口功能。

We will play a better role as a window for international exchange.

积极融入“一带一路”建设，主动服务国家级开放平台。

We will embrace the “Belt and Road” initiative, and play an active part in supporting the development of national platforms for opening-up.

全力保障第四使馆区建设，加快东苇路等9条道路建设，推进金盏中区街区控规获批实施。

We will provide full support for the construction of the Fourth Embassy Area, accelerate the construction of nine roads including Dongwei Road, and work for the approval and implementation of development control plan for the central section of Jinzhan international cooperation service area.

持续提高奥林匹克中心区功能品质，启动奥林匹克塔、国家网球中心提升工程，保障国家会议中心二期配套完工，推出北中轴线文化景观线路，设立第四家市级旅游服务咨询站，打造无边界、全时开放的首都城市中央公园。

We will continue to upgrade the functions of the central area of the Olympic Park, start the improvement projects of the Olympic Tower and the National Tennis Center, support the completion of the supporting facilities for Phase II of the National Convention Center, launch the North Central Axis cultural landscape route, establish the fourth municipal tourism service consultation station, and create a boundary-less, all-day central park of the capital city.

优化涉外服务环境，推出更多便利人员往来举措。加强国际传播能力建设，讲好中国故事。

We will optimize access to foreign-related services, and introduce more facilitation measures for personnel exchanges. We will strengthen the capacity for international communication to tell China’s stories well.

提升科技创新引领作用。

We will enhance the leading role of scientific and technological innovation.

服务国家实验室体系建设，全力支持重大科学问题协同攻关。

We will facilitate the development of the national laboratory system, and give unreserved support for joint research in areas of major scientific challenges.

深化数字经济核心区建设，推动大模型应用落地，提升北京国际大数据交易所能级，做好2025全球数字经济大会筹办保障工作。

We will further develop the core area of the digital economy, encourage large model application, build the strength of the Beijing International Big Data Exchange, and make due preparations for the Global Digital Economy Conference 2025.

构建更具国际竞争力的创新生态，推动中关村新一轮先行先试改革措施落地，加快国际创业投资集聚区、国际科技组织总部集聚区联动发展，规划建设数字经济国际合作基地。

We will build a more internationally competitive innovation ecosystem, promote the implementation of new round of pilot reforms in Zhongguancun Science Park, accelerate the coordinated development of the international venture capital cluster and the cluster of headquarters of international science and technology organizations, and plan a base for international cooperation in the digital economy.

Third, we will accelerate high-quality economic growth to fulfill our responsibility as a major district.

深化对经济工作的规律性认识，加快企业迭代升级、行业能级提升、产业生态优化，提升产业链供应链韧性和安全水平，稳定预期、激发活力，推动经济持续回升向好。

We will acquire a deeper understanding of the laws governing economic work, help enterprises and industries upgrade, improve industry comprehensive competitiveness and make great improvement of industrial ecosystem. The resilience and security of industrial and supply chains will be enhanced. Those efforts will help bring stabilized expectation and new vitality that serve to boost overall economic recovery and growth.

 

综合施策扩内需、稳增长。

We will take comprehensive measures to expand domestic demand and stabilize growth.

大力提振消费，深入实施国际消费中心城市主承载区建设提质升级三年行动，深化构建“一纵一横一核”消费版图。

We will make great efforts to encourage consumption. As the main player in Beijing’s effort to become an international consumption center, we will implement a 3-year plan for upgrading consumption, with a focus on the commercial area along the Line 14 from the north to the south, along the Liangma River International Waterfront from the west to the east, and on Beijing CBD as the core.

 

持续优化消费结构，加力扩围实施“两新”政策，大力发展新能源汽车产业，培育壮大绿色消费，持续做强互联网零售。

Consumption structure will continue to be improved. We will increase funding for large-scale equipment renewals and trade-ins of consumer goods and expand this policy to a broader scope, boost new-energy automobile industry and green consumption, and sustain the online retail boom.

推动商圈焕新升级，深化打造CBD×三里屯国际消费体验区，加快北京太古坊片区规划建设，支持CBD、亚奥商圈更新，实现大屯里、京东超级体验店等项目开业。

Commercial districts will be upgraded. We will further develop the CBD×Sanlitun international consumption pilot zone, expedite  the planning and construction of Beijing Taigufang area, support the upgrade of Beijing CBD and Asia-Olympic Business Circle, and open to public such projects as Datunli business street and JD SUPER MALL.

 

加快文商旅体融合发展，激发首发经济、水岸经济、夜间经济、冰雪经济、银发经济活力，精心办好第三届国际灯光节等主题活动。

We will speed up the merger of culture, business, tourism, and sports in their development. The energy in debut economy, waterfront economy, night time economy, ice and snow economy and silver economy will be released, and all due preparations will be made for such themed events as the 2025 Beijing Chaoyang International Light Festival.

大力发展离境、跨境消费新模式，打造首都“入境消费第一站”。

We will encourage offshore and cross-border consumption as new consumption patterns and endeavor to become the first and finest choice for inbound shoppers in Beijing.

 

精准发力转方式、调结构。

We will push ahead with transforming the growth model and making structural adjustments.

立足北京全球数字经济标杆城市、国际绿色经济标杆城市建设，推动短板产业补链、优势产业延链、传统产业升链、新兴产业建链，加快构建现代化产业体系。

As Beijing works to become the Benchmark City for Global Digital Economy and the Benchmark City for International Green Economy, we will shore up weak industrial chains, extend the strong ones, upgrade the traditional ones, and foster emerging ones to build a modernized industrial system at a faster pace.

做好金融“五篇大文章”，建好CBD国际金融聚集区，打造国际主权财富基金港。

We will harness finance for sci-tech, green development, inclusiveness, old-age support and digitalization, and build a CBD international finance cluster and an international sovereign wealth funds port.

提升商务服务业国际化、数字化、专业化水平，推动总部经济、高端商务、法律服务集聚发展。大力发展战略性新兴产业，加速布局6G、光子量子等领域，做强未来产业育新基地。

We will improve the internationalization, digitalization and specialization of business services and create clusters of headquarters economy, high-end business services and legal services. We will boost strategic emerging industries such as 6G, photon and quantum technology and build incubation spaces for industries of the future.

实施“文化+”战略，大力发展网络新视听、数字文旅、游戏电竞等新兴业态，建成新浪微博电竞中心，打造数字广告产业园。

We will implement a Culture Plus initiative, and take strong actions to develop emerging industries including web-based new audiovisual services, digital cultural tourism and e-sports. Sina Weibo E-sports Center and digital advertising industrial park will be built.

落实“双碳”行动，加强产业绿色化改造，打造具有国际影响力的ESG特色标杆区。

We will take actions for carbon peaking and carbon neutrality, facilitate green industrial transition and become an ESG benchmark district with international influence.

 

规划先行拓空间、优布局。

We will use district planning to unlock room of development and improve development pattern.

着力打造中央商务区世界典范，完善全球招商服务体系，开展CBD东部地区规划研究，推动核心区Z4项目投入使用、Z5项目结构封顶、Z8和Z9项目开工建设，实施区域环境整体提升行动，推进金和东路项目实施、国际财源中心至银泰中心地下连通，高水平办好CBD论坛，探索建设全球首个“零碳CBD”。

We strive to build a CBD that enjoys a prestigious reputation internationally. We will improve the global investment attraction service, start to make development plans for the eastern area of the CBD. The Z4 project will be put into use, the Z5 project top out, and the Z8 and Z9 projects commence construction in the core zone. The overall environment in the district will be improved. Progress will be seen for the Jinhe East Road project and for the underground connection between Beijing International Finance Center and Beijing Yintai Center. We will work for the success of the Beijing CBD Forum and explore ways to create the world’s first zero carbon CBD.

提升中关村朝阳园创新发展引领作用，推动新一轮空间规模和布局调整，谋划建设集中连片产业集聚区，提高产业集群规模、地均产出水平。

全力打造文化产业高质量发展引领区，深化园区品质提升计划，培育一批文化科技融合园区、文化消费特色园区。

We will leverage the role of the Zhongguancun Chaoyang Park as a bellwether of innovation-driven development. Another around of the adjustment in spatial structure will be introduced in size and layout. We will set plans for contiguous industrial clusters to achieve bigger scale and higher per-unit-area output.

We will spare no effort to build a leading zone for high-quality cultural development, take further the initiative of improving parks and set up a number of parks for culture-technology integration or for cultural consumption.

We will pursue innovation-driven development by developing into a demo district for integrated development of new productive forces for Beijing.

We will further implement the strategy of invigorating China through science and education, of building leading country in talent and of innovation-driven development, and endeavor to turn the “key variable” of science and technology into “maximum increment” in high quality development.

坚持开放办学理念，完善立德树人机制，强化拔尖创新人才贯通培养，成立北师大朝阳基础教育集团，实现北京中学东坝北校区、朝阳外国语学校北苑校区等5所学校开学。

We will keep education open, improve the mechanisms for fostering virtue through education, and promote the 3+2+2 vocational education model to train top innovators. The Beijing Normal University Basic Education Group will be established and five new schools will open including Beijing Academy Dongba North Campus and Beijing Chaoyang Foreign Language School Beiyuan Campus.

健全人才培养、引进、使用等机制，集聚引进培养战略科学家、一流科技领军人才和创新团队，培养造就卓越工程师、大国工匠、高技能人才，积极推动与国外高水平理工农医大学办学，加快国际化医院项目实施，实现北京国际人才公园开工。

We will improve mechanisms for nurturing, attracting and putting to good use talent, bring in and cultivate large numbers of science strategists, first-class scientists and innovation teams, and train outstanding engineers, master craftsmen, and highly-skilled workers. We will push for joint education with high-level international universities in science, technology, engineering, agriculture, and medicine, speed up roll-out of international hospital projects and start the construction of the Beijing International Talent Park.

Urban renewal will be accelerated, with expanded scope and improved quality. We will continue redevelopment of the old town areas in Jiuxianqiao and Tianshuiyuan, and further renovate areas like Chaowai and Sanlitun.

Construction will begin in five resettlement projects, including Weixi, and resettlement housing in Guanzhuang Village will be delivered to returning residents.

深化“村地区管”，探索集体产业空间高质量利用路径，实现管庄新文化企业总部等4个项目开工。

We will keep rural collective assets under district custodianship, explore paths to better use rural collective industrial spaces, and begin construction of four projects, including the Guanzhuang New Cultural Enterprise Headquarters.

We will continue to enhance comprehensive transit governance. We will support construction of six rail transit projects, including the Yizhuang-No. 5-No. 10 connection line and Line 17, and expedite 70 road projects such as the Yaojiayuan Road East Extension Phase I and the New China International Exhibition Center Link. Efforts will be made to alleviate congestion, optimize the slow mobility system, and increase parking spaces through multiple measures.

开展燕莎桥等桥下空间整治，高标准完成国贸桥下公共空间提升，打造全市样板工程。

We will improve the spaces under overpasses like Yansha Bridge, upgrade public spaces under Guomao Bridge to high standards as a model project for the city.

持续优化市容环境，完成中关村社区·数字产业创新中心、朝阳公园路环境整治，启动东四环、二道沟河（青年路至金台路段）沿线整治提升，实现背街小巷环境精细化治理三年行动收官。

To further improve urban environment, we will complete renovations in the Zhongguancun Community Digital Industry Innovation Center and Chaoyang Park Road, and start renovations along the East Fourth Ring Road and Erdaogou River (Youth Road to Jintai Road segment) to complete the three-year backstreet and alley precision improvement.

加强农村人居环境整治，建设宜居宜业和美乡村。

新增区域养老服务中心4家、养老家庭照护床位不少于300张、普惠托位不少于2300个，积极创建全国示范性老年友好型社区。

Four new eldercare service centers will be added, along with at least 300 beds for home-based eldercare and 2,300 affordable daycare slots. We will actively create nationally exemplary, senior-friendly communities.

有序推进无物业小区专项治理，加强垃圾分类闭环管理，持续开展“光盘行动”。

 We will steadily conduct special campaigns to improve residential communities without property management. Efforts will be made to strengthen closed loop management of sorted waste and continue the The Clean Your Plate campaign.

完成20个老旧小区综合整治，建设筹集保障性住房1.2万套。

A total of 20 old and run-down communities will be renovated, and 12,000 units of government-subsidized housing will be delivered.

We will launch a plan to build a Beautiful Chaoyang on all fronts, continue the national pilot of coordinated innovation in pollution and carbon reduction, and implement the “0.1 microgram” operation. The phase Ⅱ of Jiuxianqiao Water Recycling Plant will begin, alongside rain and sewage diversion, as we work towards building a zero-waste city and tranquil neighborhoods.

构建蓝绿交织、水城共融的滨水空间，实施青年路沟、大柳树支沟治理，将北小河东湖片区打造为国际化滨水商业区。

We will create waterside spaces that balance green-blue infrastructure, urban space and lucid waters. The Youth Road Ditch and Daliushu Tributary will be upgraded, and the Beixiaohe-Donghu area will be developed into an international waterside commercial district.

启动亮马河（四环路至坝河段）、坝河（郎园东至兴坝路段）治理，开工建设六里湾项目，谋划推进“两河一带”世界级滨水经济区建设。

The renovation of Liangma River (Fourth Ring Road to Ba River section) and Ba River (Langyuan East to Xingba Road section) will be started, as well as the Liuliwan project. Plans will be set for building a world-class waterside economic zone along Liangma River, Ba River and Liangma River cultural economic belt.

全力建好花园城市示范区，推动公园环绿道向东融合、向南串联，实现温榆河公园朝阳段二期对外开放，打造2个花园式街区、3个全龄友好公园。

All efforts will be made to establish a demonstration area for a garden city. Park-connecting greenways will extend eastward and connect southward. The phase Ⅱ of Chaoyang’s section of Wenyuhe Park will open to the public. Two flower-filled neighborhoods and three for-all-age parks will also be created.

 

切实提升群众安全感。

We will take concrete measures to enhance people’s sense of security.

坚持和发展新时代“枫桥经验”，推动区、街乡综治中心和行业性、专业性调解体系规范化运行，深入开展平安校园、平安医院创建活动。

We will continue to apply the “Fengqiao Model” and build on it in the new era. District, sub-district, and township social governance centers, as well as industry- and profession-specific mediation systems will operate as per standards. More “safe schools” and “safe hospitals” will be created.

加强防非打非工作全链条治理，坚决守住不发生系统性金融风险的底线。

Efforts will be strengthened to improve whole-process governance against illegal activities, forestalling systemic risks.

深入开展安全生产治本攻坚三年行动，坚决防范遏制重特大和有社会影响的事故发生。

We will implement a three-year action plan to eliminate workplace hazards, and take resolute measures to prevent and curb serious and major accidents and those with a negative impact on society.

实现消防救援指挥中心新址投用，完成无水高层住宅建筑消防改造。

The new site for the fire command center will enter service, and fire safety upgrades for high-rise residential buildings without water systems will be completed.

强化交通安全管理，巩固违规电动三四轮车治理成效。

Traffic management will be strengthened and achievements in the crackdown on unlicensed electric tricycles and quadricycles will be consolidated.

提升食品药品监管能力，创建国家食品安全示范城市。

Supervision over food and drug safety will be tightened, and we will strive to create a national model city for food safety.

推进韧性城市建设，实施东小口沟治理，建成坝河口、谋划通惠河蓄滞洪区工程。

Efforts will be made to make Beijing a resilient city, including the improvement of Dongxiaokou Ditch, the completion of the Bahekou project, and planning for the Tonghui River flood detention and storage area.

加强人防工程维护管理，推进应急避难场所规范化建设。统筹抓好防汛抗旱、防震减灾和极端天气防范应对，做好扫雪铲冰及供暖保障工作。

We will place the civil air defense works under better maintenance and management, and emergency shelters will be built to established standards. We will coordinate efforts in flood and drought management, earthquake mitigation, and responses to extreme weather, while ensuring effective snow removal, de-icing, and heating supply.
