一、2024年工作回顾
- Review of Work During 2024
2024年是新中国成立75周年,是实现“十四五”规划目标任务的关键一年,也是全区上下承压前行、砥砺奋进的一年。我们坚持以习近平新时代中国特色社会主义思想为指导,深入贯彻党的二十大和二十届二中、三中全会精神,深入贯彻习近平总书记对北京重要讲话精神,全面落实市委“四个走在前”的要求,在市委市政府和区委的坚强领导下,在区人大、区政协的监督支持下,抢抓重大历史机遇,实字为先、干字当头,加快“1234”发展战略实施和“五宜”朝阳建设,推进中国式现代化的朝阳实践迈出坚实步伐。
2024 marked the 75th anniversary of the founding of the People’s Republic of China and was pivotal for achieving the goals set in the 14th Five-Year Plan. It was also a year of challenges, determination and milestones for the entire Chaoyang District. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the visions outlined at the 20th CPC National Congress, the Second and the Third Plenary Session of the 20th CPC Central Committee, and the instructions of General Secretary Xi Jinping in his important speeches on Beijing, we strove to take the lead in supporting the city’s four key efforts as requested by CPC Beijing Municipal Committee. In addition to the strong leadership of the CPC Beijing Municipal Committee, Beijing Municipal Government and the CPC Chaoyang District Committee, we also received support and supervision from the Chaoyang District People’s Congress and Beijing Chaoyang District Committee of the CPPCC. To seize the significant historic opportunities, practical actions were taken to accelerate the implementation of the “1234” strategy and the development of Chaoyang as a choice destination for travelling, studying, doing business, working, and living. As a result, solid progress was made towards Chinese modernization in this district.
- 全力增强经济大区支撑作用 迎难而上稳定增长
First, we amplified the supportive role of Chaoyang District as an economic powerhouse by achieving steady economic growth despite pressure.
地方级、区级一般公共预算收入分别完成1097.6亿元、566.3亿元。税收占两级收入比重均超过88%,收入质量居全市前列。
The general public budget revenues at the local and district levels amounted to 109.76 billion yuan and 56.63 billion yuan, respectively. With taxes contributing more than 88% at both levels, the revenue structure was among the most optimal in Beijing.
主动作为加快动能转换
We proactively accelerated the shift in driving forces.
商务科技双轮驱动发展战略释放出强劲动能,第一支柱行业金融业增加值增速高于全市,商务服务业增加值在全市行业占比达45%,信息服务业和科技服务业对GDP的合计增长贡献达39%,大中型重点企业研发费用增长8.2%。
The strategy of driving growth with the dual wheels of commerce and technology unleashed strong momentum. The growth rate of added value of the financial sector, the leading pillar industry of Chaoyang District, outpaced Beijng’s average. And the added value of Chaoyang’s business services accounted for 45% of the city’s total, while the combined contribution of information services and technology services to GDP growth reached 39%. R&D expenses of key large and medium-sized enterprises grew by 8.2%.
教育、卫生行业增加值合计占比提升至8.2%,旅行社及相关服务收入增长53%。
The combined added value of the education and healthcare sectors increased to 8.2%, while revenue from travel agencies and related services grew by 53%.
发展“含绿量”持续提升,万元GDP能耗、水耗分别下降2.2%、5.1%。
The “green quotient” of development continued to rise, with energy consumption and water consumption per 10 thousand yuan of GDP decreasing by 2.2% and 5.1%, respectively.
下大力气激发消费潜能。
We made great efforts to unleash consumption potential.
社会消费品零售总额保持全市首位。
The total retail sales of consumer goods remained the highest in Beijing.
引入奔驰宝马合资超充网络公司以及广汽昊铂等一批知名汽车品牌,推出6000万元汽车消费券和支持资金,新能源汽车零售额增长50.4%、高于全市24.9个百分点。
A supercharging network joint venture between Mercedes-Benz and BMW was brought in, apart from a number of renowned automotive brands, such as GAC Aion Hyper. Automobile consumption vouchers and funding support totaling 60 million yuan were offered, driving a 50.4% growth in retail sales of new energy vehicles, 24.9 percentage points higher than Beijing’s average.
THE BOX B等8个商业综合体建成开业,全市首个全景天窗美食移动巴士等3条文旅观光专线开通运营,引入首店315家、居全市首位。
Eight commercial complexes, including THE BOX B, were built and opened for business. Three culture and tourism sightseeing bus routes, including Beijing Chaoyang Gourmet Sightseeing Bus, the first panoramic skylight food mobile bus in Beijing, went into operation. A total of 315 first stores opened, ranking first in Beijing.
中国网球公开赛、第二届茶香文化节、金盏速度节、北京千灯夜等活动持续掀起消费热潮,第二届国际灯光节的品牌影响力、传播力显著提升。
Consumption booms were sustained by a series of sports and cultural events, such as the 2024 China Open, the Second Beijing Chaoyang International Tea Culture Festival, Goldenwood Festival of Speed, and Beijing Thousand Lantern Night. The Second Beijing Chaoyang International Light Festival showed marked improvement in its ability to influence and reach.
CBD消费竞争力蝉联中国中央商务区首位。
Beijing CBD remained the most competitive central business district in China.
千方百计扩大有效投资。
We spared no effort to expand effective investment.
推动科创基金管理改革、规模扩充,预计固定资产投资增长4%以上。
We promoted the management reform and scale-up of Chaoyang Science & Technology Innovation Fund, with fixed asset investment expected to grow by over 4%.
实现41个市区重大项目如期开工,保障性住房建设筹集1.4万套、竣工1.1万套,城中村改造项目启动5个、筹备5个,“平急两用”公共基础设施增至31个、储备38个。
We commenced 41 major projects on the municipal and district levels as scheduled, secured funding for 14,000 units of affordable housing and finished building 11,000 units. Five urban village redevelopment projects were launched, and five more were being prepared. The number of public infrastructure for both normal and emergency use increased to 31, with another 38 in the pipeline.
在全国首创跨项目、跨地域“住宅+产业+配套”组合供地模式,实现5宗43公顷土地入市,成交总价超410亿元、增长60%以上。
We were the first in China to supply residential, industrial and supportive lands, irrespective of the specific project or geographical location, in bundles. With this model, five land parcels, totaling 43 hectares, were made available, fetching over 41 billion yuan, up more than 60%.

Second, we invested in our strongest areas of technology to boost new productive forces
坚持以科技创新引领产业创新,深度融合创新链、产业链、资金链、人才链,朝阳科技在全市的显示度、支撑力持续提升。
To drive industrial innovation with sci-tech innovation, we forged deeper ties between the innovation, industrial, capital, and talent chains. This made Chaoyang District a more visible and stronger source of support for Beijing’s sci-tech agenda.
突出重点抓主导。
We focused on key areas and promoted leading industries.
深化构建“3+X”产业创新体系,着力提升优势领域在全市的引领作用。
We took further steps to develop the “3+X” industrial innovation system to better lead the city’s development in areas where we have an advantage.
互联网3.0在全市形成领跑态势,产业生态构建模式在全国推广。
We became the city’s Internet 3.0 front-runner, and our model of building the industrial ecosystem was promoted nationwide.
工业互联网融合应用向纵深拓展,北京工业软件产业创新中心成立运营。
Industrial Internet found broader applications, and the Beijing Industrial Software Innovation Center entered into service.
人工智能生态闭环初步形成,35个AI大模型产品发布、数量占全市15%。
A complete artificial intelligence ecosystem took initial shape, with 35 AI large models released, accounting for 15% of Beijing’s total.
数字安全产业规模和影响力持续扩大,大模型安全联盟正式组建。
The digital security industry continued to expand in size and influence, and the Large Model Security Alliance was established.
数字医疗发展进入快车道,区数字医疗概念验证中心成立,南北协同创新产业集聚发展初具形态。
Digital healthcare was put on a fast track to growth. Chaoyang District Digital Health Verification Center was established, and the cluster development of innovation-driven industries through north-south collaboration started to take shape.
拓展布局建平台。
We expanded presence into desired areas and built more networks.
支持和联动链主企业、央国企、高校、科研院所布局高能级科创载体,规划建设13个特色产业园区、56个功能性服务平台。
We supported and worked with leading businesses, state-owned enterprises, universities, and research institutes, in order to form high-level scientific and technological innovation networks, and planned 13 industrial parks with special features and 56 functional service platforms.
全市首个互联网3.0产业园引领效应更加凸显,园区年营收突破30亿元。
Beijing’s first Internet 3.0 Industrial Park became a more prominent pace-setter, reporting over 3 billion yuan in annual revenue.
全区数字人核心业务企业数量居全市首位。
The number of enterprises with digital avatar as core business in this district ranked first in Beijing.
全市首个数字医疗特色园区揭牌运营。
Beijing’s first Digital Healthcare Industrial Park was inaugurated and put into operation.
北理工朝阳科技园竣工投用。
The BIT Chaoyang Science and Technology Park was completed and put into use.
北工大山河湾谷创新区先导区入驻人工智能企业72家、科研团队43个。
Seventy two artificial intelligence enterprises and 43 research teams moved into the pilot area of the BJUT Shan-He-Wan-Gu Innovation Zone.
电子城IC/PIC创新中心入选全市首批未来产业育新基地。
The IC/PIC Innovation Center of Beijing Electronic Zone High-tech Group (BEZ) was listed among Beijing’s first batch of future industry incubation bases.
全国首个文化产业创新实验区十年发展成果丰硕,国际一流影视制作基地建设进展显著,百亿级文化产业园区增至5家,文化科技融合类园区超过50家。
China’s first National Cultural Industry Innovation Pilot Zone has achieved fruitful results in the past 10 years. Efforts to build an international first-class film and television production base made significant progress. The number of 10-billion-level cultural industry parks increased to 5, and that of cultural and technological integration parks exceeded 50.
完善政策塑生态。
We improved policies to shape the ecosystem
出台人工智能、数字医疗、数据要素三年行动计划和支持措施,推出中小企业梯度培育措施,发布“雨燕行动”全链条支持企业出海,“数据要素×”行动、“数据要素生态合作伙伴计划”形成9项创新案例成果。
Three-year action plans and support measures for artificial intelligence, digital healthcare, and data factor were issued, and so were measures for staged sequential incubation of small and medium-sized enterprises. The “Swallow Plan” was launched to provide businesses with a full range of support for overseas expansion. Nine success stories of innovation were created by the “Data Resources X” campaign and “Data Factor Ecosystem Partnership Plan”.
北京数字经济算力中心具备1000P算力规模、入选全国企业数字化应用创新十佳案例。
The Beijing Digital Economy Computing Power Center boasted a computing power up to 1000P and became one of the top ten innovation examples nationwide of digital uptake by the business community.
驻区单位59项成果获北京市科学技术奖、占奖项总数的30%。
Local businesses won the Beijing Science and Technology Award for 59 of their outputs, accounting for 30% of the total awards.
优化服务聚人才。
We optimized services to attract talents
全市首个大型国际人才公寓竣工启用,ITEC创新创业园挂牌运营,ITEC全球创业赛吸引创业者和项目分别增长27%、59%,“凤凰计划”新认定科技和数字经济领域人才占比超过70%。
Beijing’s first large international talent apartment, One Community was completed and opened. The ITEC Innovation and Entrepreneurship Park was launched. The ITEC Global Entrepreneurship Competition attracted 27% more entrepreneurs and 59% more projects. More than 70% of newly-picked talents under the “Phoenix Plan” came from sci-tech and digital economy.
各级各类骨干教师占比达58%、居全市前列。
The proportion of outstanding teachers at all levels reached 58%, ranking among the top in Beijing.
(三)对标国际经贸规则,全力塑造开放型经济新优势
Third, we embraced international economic and trade rules to give our open economy new strengths.
稳步扩大制度型开放,提质升级外资外贸,加快打造市场化、法治化、国际化一流营商环境,区域发展更有活力、更具吸引力。
We steadily expanded institutional opening-up, enhanced the quality of foreign investment and trade, and accelerated the development of a first-class business environment that is market-oriented, law-based, and internationalized. Consequently, regional development became more vibrant and attractive.
迭代升级“两区”建设。
We took an iteration approach to the development of the “Two Zones”.
在全市率先发布服务业扩大开放2.0方案,数据跨境、特医食品、人力资源服务出口等领域80项改革任务落地,全国首个真实贸易全环节数字化试点等4个改革创新实践案例在全市推广,朝阳组团新设外资企业、进出口总额居全市首位。
We were the first in Beijing to unveil a 2.0 plan for opening up the services sector, with 80 reform tasks implemented in key areas such as cross-border data transmission, food for special medical purpose, and the export of human resources services. Four of our success stories of reform and innovation, including the nation’s first pilot digitalization of the entire real trade chain, were promoted across the city. The Chaoyang precinct led the city in the number of newly established foreign-funded enterprises and scale of foreign trade.
CBD在“两区”重点园区(组团)评价中首获全市第一,核心区Z3、Z4、Z6项目封顶,公共绿地广场亮相,北京国际商事仲裁中心实体平台、香港国际仲裁中心北京代表处挂牌启动,沙特公共投资基金等中东主权财富基金加速进驻,穆巴达拉咨询公司落地发展。
In the city-wide evaluation of key parks (precinct) for the “Two Zones,” Beijing CBD came atop for the first time. The Z3, Z4, and Z6 projects in the core area were topped out. The public green space plaza made its debut. The Beijing International Commercial Arbitration Center established its physical presence, and the Beijing Representative Office of the Hong Kong International Arbitration Center was inaugurated. The process to bring in sovereign wealth funds from the Middle East, including the Saudi Public Investment Fund, was sped up, and the Mubadala Consulting Company opened its new office in Chaoyang.
CBD论坛国际影响力进一步扩大,国际组织参与度、国际嘉宾规模显著提高,CBD当选全球商务区创新联合会新一任主席机构。
The Beijing CBD Forum acquired further international influence, marked by a notable rise in the participation of international organizations and the number of international guests. Beijing CBD was elected new president of the Global Business Districts Innovation Club.
中关村朝阳园创新发展6个指标居示范区首位,新美、君正集团等一批优质企业入驻,朝阳园北区市政设施和环境品质明显提升,阿里巴巴北京总部园区正式投用。
The Zhongguancun Chaoyang Park ranked first in the Integrated National Demonstration Zone for Opening up the Services Sector in six key indicators of innovation-driven development. It also welcomed in a host of high-performing enterprises, including Xinmei and Junzheng Group. The northern area of Chaoyang Park saw marked improvements in its municipal infrastructure and environmental quality. Meanwhile, the Alibaba Beijing Headquarters Park officially commenced operations.
全面推进“五带”招商。
We rolled out the “PSEPC” investment promotion strategy in all respects
增设CBD德国、英国招商联络站,多次组团赴海外招商,举办新加坡企业圆桌会等近百场商贸交流活动,新增入库项目1287个、落地项目802个。
Investment promotion liaison offices in Germany and the UK were added for Beijing CBD. Multiple overseas missions were organized to attract investment, and nearly 100 business exchange events, including the Singapore Enterprise Roundtable, were successfully held. These efforts led to the adoption of 1,287 new projects and launch of 802.
新设外资企业420家、占全市23.6%。新增跨国公司地区总部12家、累计总量达167家。
We added 420 foreign-funded enterprises, accounting for 23.6% of the city’s total. Twelve new regional headquarters of multinational companies were established, raising the cumulative total to 167.
朝阳区在服贸会的成交额、在京港洽谈会达成的签约额均居全市首位。
Chaoyang District topped the city in terms of transaction volume at the China International Fair for Trade in Services and the value of signed contracts at the Beijing-Hong Kong Economic Cooperation Symposium and the Hong Kong Investment Promotion Conference.
积极打造“北京服务”样板。
We took active actions to provide exemplary “Beijing Service”.
加快构建国际一流营商环境建设标杆区,圆满完成第五次全国经济普查工作并形成数据开发成果,在全市率先发布促进民营经济发展壮大意见,打造全市首个金融服务矩阵,推出税务云厅征纳互动等便利化改革措施,“高效办成一件事”服务场景增至112个,“无事不扰”白名单覆盖企业1.7万家。
Efforts were accelerated to make us a benchmark for world-class business environment. We successfully completed the Fifth National Economic Census and mined the resultant data for insights. We took the lead in Beijing to publish guidelines for supporting the private sector and to launch a financial service matrix. We also took measures to facilitate access to government services such as adding the tax consultation feature to the online tax service portal. The number of one-stop services increased to 112, and the “No-disturb” whitelist expanded to 17,000 enterprises.
聚焦消费、商务、通讯、医疗、住房便利,积极打通外国人来华堵点。
We took on pain points against foreign visitors in China in consumption, commerce, communication, healthcare, and housing,
走访各类企业数、诉求办结数均居全市首位。
We led the city in the number of enterprises visited and the number of complaints resolved.
- 坚决落实城市总规,全力构建协同一体化发展格局
Fourth, we strove for synergy and coordination in development by implementing the Master Plan of Beijing.
坚持内部功能重组和向外疏解转移双向发力,统筹推动存量提质和增量调整,区域空间布局更趋均衡,功能品质持续优化。
Through urban function restructuring and relocation, we aimed to improve what is kept and change what is added as we develop this district. This brought about a more balanced spatial layout and continuous improvement in urban functions.
持之以恒推进规划优化实施。
We continued the work on plan fine-tuning and implementation.
加快31个街区控规报审、25个街区控规编制,金盏中区街区控规通过市级审查。
We expedited the approval process of development control plans for 31 urban blocks and the drafting process for 25 additional ones. The development control plan passed municipal review for the central section of Jinzhan international cooperation service area.
深化“疏整促”专项行动,巩固基本无违法建设区创建成果,拆除267.3万平方米、腾退土地166.3公顷,建设用地减量、城市家具治理等8项任务超额完成,围挡治理、停车设施建设、地下空间环境恢复和再利用等8项任务完成量居全市首位。
By furthering the campaign for urban improvement, we consolidated our success in creating areas basically free of illegal structures. We demolished 2.67 million square meters of structures, freeing up 166.3 hectares of land. Eight tasks, including cutting construction land and improving street furniture, were over-fulfilled. We also out-completed the rest of the city in another eight tasks, such as fencing management, parking facility construction, and the restoration and re-purposing of underground space.
推动青年路等10个综合性片区更新,751文化消费街区等6个项目入选北京城市更新最佳实践和优秀项目,获奖数量连续三年居全市第一。
Efforts were made for urban renewal in 10 areas, including Qingnianlu. Six projects, such as the 751 Cultural Consumption Block, were included into the list of best practices and outstanding projects for Beijing’s urban renewal. For three consecutive years, we led the city in the number of awards received.
全面开启城乡融合发展新篇章。
We started a new chapter of integrated urban-rural development.
9个乡68个村7.6万名农民纳入城镇社会保障体系,当年投入资金135.3亿元。
A total of 76,000 farmers from 68 villages, nine townships joined the urban social security system, thanks to an investment of 13.53 billion yuan for the year.
系统谋划城中村改造五年规划,发挥区级专班作用,集成政策资金力量,十八里店小武基等6个村、2个平房区顺利腾退。
We set a five-year systematic plan for urban village renovation. With the district-level task force at work, and thanks to support in policy and funding, we vacated six villages, including Xiaowuji in Shibalidian, and two bungalow areas.
大力提速安置进程,管庄小寺村等4个项目实现回迁入住,当年实施的城中村项目安置房全部启动。
We made considerate efforts to accelerate the resettlement process, with four projects including Xiaosi in Guanzhuang, finishing resettlement. All resettlement housing for ongoing urban village projects entered construction phase.
推动集体经济提质增效,加快王四营新能源科技产业园等15个集体产业项目进度,高碑店G地块等4个项目实现开工,豆各庄等5个乡的乡级产权制度改革完成。
We enhanced the quality and efficiency of the collective economy by accelerating 15 collective industry projects, including the Wangsiying New Energy Technology Industrial Park. Construction started on four projects, such as the G-plot in Gaobeidian, and the property rights system reform was completed in five townships, including Dougezhuang.
创新发展现代都市农业,选定6500亩耕地后备资源,建设3862亩高标准农田,粮食单产、蔬菜产量实现双达标,中信种业研究院实验基地实现种植。
We drove modern urban agriculture with innovation, with 6,500 mu of reserve arable land identified and 3,862 mu of high-standard farmland developed. We met targets for both per-unit grain yield and vegetable production, and the experimental base of CITIC Seed Industry Research Institute commenced planting operations.
深入实施“百千工程”,高井、小鲁店启动乡村振兴示范村创建,自备井置换惠及群众12万人。
To further the “Hundred-Thousand Project”, we started transforming Gaojing and Xiaoludian into demo villages for rural vitalization, and 120,000 people benefited from the conversion of drilled wells to municipal water.
深化落实区域协调发展战略。
We further implemented the regional coordinated development strategy.
与京津冀国家技术创新中心共建全市首个颠覆性技术产业平台,引导一批优质企业落地城市副中心,保障北京朝阳站交通枢纽竣工投用、实现周边路网和环境显著提升,拓展社会保险等跨省通办服务范围。
We built, together with the Beijing-Tianjin-Hebei National Technology Innovation Center, the city’s first disruptive technology industry platform, and helped draw a number of high-performing enterprises to the BMC. With our support, the Beijing Chaoyang Railway Station was built and put into operation as a transport hub, and there was a substantial improvement in the surrounding road network and environment. The scope of cross-provincial services such as social insurance was expanded.
扩大协同发展“朋友圈”,朝阳区连续六年在全市东西部协作考核中排名第一。
We broadened “the circle of friends” for coordinated development and ranked first in the city’s east-west coordination assessment for the sixth consecutive year.
(五)坚持人民城市理念,全力在发展中保障和改善民生
Fifth, adhering to the vision that a city should be built for the people, we made every effort to support and improve people’s wellbeing through development.
把握超大城市发展规律,完善智慧高效治理体系,努力为人民争取并留下最好的资源、让人民持续享有最普惠的民生福祉。
We sought to better understand the development process of this super-large city, and improved the smart and efficient governance system, in order to secure and preserve the best resources for the people while ensuring that the benefits are enjoyed in a sustained and most inclusive way.
下足绣花功夫治理城市。
We made meticulous efforts in city governance.
在全市率先发布区级全域数字化转型方案,率先建立首席数据官机制,“数聚朝阳”入选全国数字政府管理创新类优秀案例。
We took the lead in Beijing in releasing a district-level plan for digital transformation across the entire district and establishing a Chief Data Officer mechanism. The “Data Intelink Chaoyang” initiative was selected as a national model for digital government management innovation.
优化综合交通体系,加快亮马河北路等70项道路工程,第四使馆区、产业园区、保障房、上市地块周边路网更加完善,通学车线路、乘坐人数均居全市首位。
We optimized the integrated transport system by speeding up 70 road projects including Liangmahe North Rd. Road networks were improved around the Fourth Embassy Area, industrial parks, government-subsidized housing, and to-be-sold land. We ranked first citywide in school bus routes and ridership.
高效完成地铁22号线平房停车场等14项轨道交通征拆任务,保障3号线一期和12号线开通。
We efficiently completed 14 rail transit land acquisition and demolition tasks including the Subway Line 22 Pingfang Parking Lot, and entered Line 3 Phase I and Line 12 into service.
启动国贸桥下空间整治,完成公交场站外迁和线路调整。
We initiated improvement of spaces under Guomao Bridge and completed the relocation of bus terminals and route adjustments.
精细治理首都机场等交通枢纽、学医景商周边环境,实现三环路核心段夜景照明亮化提升,完成266条背街小巷环境精细化治理,“门前三包”治理成果居全市首位。
We gave attention to details in managing environment around transportation hubs like the Capital International Airport and areas with schools, hospitals, scenic spots and business districts. We enhanced night lighting along key sections of the 3rd Ring Rd and completed environmental improvement of 266 backstreets and alleys. We ranked first citywide in implementing the responsibility system for keeping front area clean, green and secure.
全面提高奥林匹克中心区功能品质,拆除万米围栏,取消入园安检,开放8条封闭道路,推出“彩虹”骑行路线,保障国家会议中心二期主体完工,平稳有序完成国家体育场大型活动期间地铁不封站保障工作。
We improved the central area of the Olympic Park on all fronts by removing 10,000 meters of fencing, eliminating security checkpoints, and opening 8 previously closed roads. We launched the “Rainbow” cycling routes and supported the completion of the main structure of China National Convention Center Phase II. We maintained normal metro operations without station closures during major events at the National Stadium.
紧抓两个“关键小事”,实现小区低值再生资源回收链条全覆盖,以议案办理为牵引实施住宅小区综合治理三年行动。

We ranked among the city’s top performers in pollution prevention and control assessment, with an annual average concentration of fine particulate matters (PM2.5) at 32 μg/m³, and the ratio of days with good air quality and PM10 annual average concentration both reaching the best levels in three years. We achieved 100% compliance with Grade-III level or above for water quality at 8 national and municipal monitoring sections. The groundwater table rose for the five consecutive year.

We held the first Education Development Conference and launched the AI-empowerment campaign. We built the city’s first district-level youth innovation academy and initiated construction of the city’s first high school of science. The Science and Technology Branch of Beijing Academy became up and running. Quality public primary and secondary school resources reached full coverage. We became one of China’s first experimental zones for science education and a district with balanced development of compulsory education.

Chaoyang District was selected as a national experimental zone for Traditional Chinese Medicine (TCM) preservation and innovation-driven development.

Commercial districts will be upgraded. We will further develop the CBD×Sanlitun international consumption pilot zone, expedite the planning and construction of Beijing Taigufang area, support the upgrade of Beijing CBD and Asia-Olympic Business Circle, and open to public such projects as Datunli business street and JD SUPER MALL.

We will speed up the merger of culture, business, tourism, and sports in their development. The energy in debut economy, waterfront economy, night time economy, ice and snow economy and silver economy will be released, and all due preparations will be made for such themed events as the 2025 Beijing Chaoyang International Light Festival.

We strive to build a CBD that enjoys a prestigious reputation internationally. We will improve the global investment attraction service, start to make development plans for the eastern area of the CBD. The Z4 project will be put into use, the Z5 project top out, and the Z8 and Z9 projects commence construction in the core zone. The overall environment in the district will be improved. Progress will be seen for the Jinhe East Road project and for the underground connection between Beijing International Finance Center and Beijing Yintai Center. We will work for the success of the Beijing CBD Forum and explore ways to create the world’s first zero carbon CBD.
