Foreign Investment Accounts for Over 40% in the “Two Zones” Development in Chaoyang District by October

As of October this year, there had been 290 “Two Zones” development projects in Chaoyang District, among which 128 were foreign-funded, accounting for 44% of the total. The number of ongoing foreign-funded projects and projects under negotiations on investment promotion has ranked among the city's forefront.

Chaoyang District has established five major systems with institutional innovation to facilitate development, as well as three industrial parks and opening-up policy systems in numerous key areas. Focusing on cross-border finance, high-end business services, digital economy, and other fields, it has issued the first batch of 28 special policies to promote the “Two Zones” development. A total of 18 policies have been developed to drive the high-quality development of Beijing CBD in eight dimensions, including international investment attraction, headquarters economy, opening up to the world, digital economy, quality and efficiency improvement, and cultural and artistic development.

At present, the first batch of major projects enjoying nationwide and citywide influences, such as China's first pilot capital pool for the integration of domestic and foreign currencies for multinational companies, China's first alternative investment and insurance asset management company, Beijing's first RMB international investment and loan fund, and Beijing's first risk management of cross-border trade investment and business service platform, have settled in Chaoyang District.

At the same time, Chaoyang District has refined the three lists of "policies, enterprises, and space". As of October this year, 55 policies had been implemented among the 62 policies mentioned in the implementation plan of Chaoyang Cluster, with an implementation rate of 88.7%. Breakthroughs have been made in the tasks on the list of policies, projects on the list of enterprises have been steadily advanced, and the list of space has been continuously updated and improved.

In terms of the service for talents, Chaoyang District has established Beijing CBD International Talent One-stop Service Center, taking the lead in achieving the "one service window for processing both work and residence permits for foreigners". With simplified application materials and reduced processing time, the processing period has been reduced from 17 working days to seven working days. Meanwhile, Chaoyang District has introduced the real-time settlement for commercial insurance in international hospitals to facilitate medical services for international talents.
