Convenient services for global investment

Malaysia Mailai International Holding Group, a foreign investment enterprise promoted by the Hong Kong branch of the Beijing CBD Global Investment Promotion Liaison Station, has successfully resided in CBD lately.

Now the Beijing CBD Global Investment Promotion Liaison Station has built five branch stations, including Shanghai, Hong Kong, and Singapore. By holding investment promotion events, sci-tech innovation forums, and other online and offline events, it has expanded its influence to cover the global market.

As one of the first comprehensive pilot demonstration zones for expanding opening-up in the service sector in Beijing, Chaoyang District has seen an improvement in foreign investment utilization despite a challenging situation. From January to December 2022, 424 new foreign investment enterprises were established in Chaoyang District, accounting for 30.1% of the city's total; the paid-in foreign investment of Chaoyang District recorded USD 6.31 billion, registering a year-on-year increase of 32.1% and accounting for 36.3% of the city's total; 7 multinationals established their regional headquarters in Chaoyang District, increasing the number of regional headquarters of multinationals in the district to 145, accounting for more than 70% of the city's total.

"One Policy for One Enterprise" put in place

Service holds the very key to "One Policy for One Enterprise". Efforts should be made to actively enquire about enterprises' needs, offer detailed guidance, and establish files for follow-up face-to-face and one by one, thus removing worries and solving difficulties in conducting production, obtaining certificates, and other affairs for foreign investment enterprises that are interested in residing in Chaoyang District.

Chaoyang District is one of the first places in China to introduce the pilot cash pooling program integrating domestic and foreign currency management for multinational corporations and is home to Beijing's first B&R-RCEP Innovation Service Center. Meanwhile, Chaoyang District has successfully developed and launched Beijing CBD Multinational Enterprise Data Circulation Service Center, which is China's first data hosting service platform that can support enterprise data circulation. Therefore, more refined and customized policies can be provided for securing trade exchanges and cross-border fund and data flows.

Attract talents to empower development

Chaoyang District has piloted a one-stop platform for services catering to international talent. In talent introduction and local household registration, government services, education, medical care, and other aspects, the platform integrates 120 talent service items of 19 authorities to provide comprehensive and convenient services for talents from all over the world who participate in innovation and entrepreneurship activities, work or live in Chaoyang District.

In particular, Chaoyang District is committed to building high-quality key projects such as international hospitals, international schools, international apartments for talents, and the permanent venue for the Future Forum and exploring how to support the holding of a series of events such as the Future Science Prize and the Future Young Leaders Forum. Thus, Chaoyang District aims to provide a comprehensive platform for various talents in international exchanges, cultural integration, practice events, and entrepreneurial incubation.
