Chaoyang District provides ample employment opportunities. The tertiary industry accounts for 93.4% of the district's GDP. Chaoyang District has 372,000 registered business entities, ranking first in Beijing. On average, nearly 100 enterprises are registered in Chaoyang District every day.

Chaoyang District has a good policy environment. It has successively issued a series of policies to foster innovation and entrepreneurship, such as the Measures for the Implementation of Entrepreneurship in Chaoyang District. Since 2020, over 1,300 small- and micro-sized enterprises have been granted guaranteed loans for startups totaling 935 million yuan, helping start-ups and small- and micro-sized enterprises take root in Chaoyang District.

Chaoyang District offers efficient service support. It has built Beijing's first One-stop Service Platform for International Talent, which processes both work permits and work-type residence permits at the same time, creating a living environment for innovation and development for 45% of foreign talent in Beijing.
