Measures for Accelerating the Tiered Cultivation of Small and Medium-sized Enterprises in Chaoyang District

Recipients

Small and medium-sized enterprises (SMEs) and service providers operating in compliance with regulations in Chaoyang District. SMEs refer to enterprises of various ownership types with production and operation scales conforming to the Regulations on the Criteria for Classifying Small and Medium-sized Enterprises (GXBLQY [2011] No. 300), including medium-sized, small-sized and micro-sized enterprises. Service providers refer to enterprises, social groups or institutions approved by and registered with government authorities.

Specific Supports

01 Support for SMEs to develop into high-tech enterprises

Sci-tech SMEs that are valid in the previous year and are included in the statistical scope of enterprises above a designated scale for the first time will receive a one-time financial reward of RMB 50,000.

Newly recognized national high-tech enterprises in Chaoyang District in the previous year will receive a one-time financial reward of up to RMB 200,000.

National high-tech enterprises in Chaoyang District that are re-recognized after their previous validity period expires in the previous year will receive a one-time financial reward of up to RMB 100,000.

02 Support for SMEs to develop into specialized, high-end and innovation-driven enterprises

Innovative SMEs that are valid in the previous year and are included in the statistical scope of enterprises above a designated scale for the first time will receive a one-time financial reward of RMB 50,000.

Newly recognized Beijing specialized, high-end and innovation-driven SMEs in Chaoyang District in the previous year will receive a one-time financial reward of up to RMB 300,000 if they meet the conditions.

Beijing specialized, high-end and innovation-driven SMEs that have passed the review after their validity period expires during the policy period in the previous year will receive a one-time financial reward of up to RMB 100,000.

Newly recognized national specialized, high-end and innovation-driven “little giants” in Chaoyang District in the previous year as well as those that have passed the review for the first time after their validity period expires during the policy period will receive a one-time financial reward of up to RMB 800,000. Enterprises upgraded to specialized, high-end and innovation-driven SMEs and national specialized, high-end and innovation-driven “little giants” will receive differential rewards.

03 Support for the development of new economy and new models

Enterprises that are listed on official potential unicorn, unicorn and single champion enterprise lists for the first time in Chaoyang District in the previous year as well as single champion enterprises that have passed the review after their validity period expires during the policy period will receive one-time financial rewards of up to RMB 500,000, RMB 800,000 and RMB 1 million respectively. Potential unicorn enterprises that upgraded to unicorn enterprises will receive differential rewards.

Single champion enterprise: RMB 1 million

04 Reduction of R&D and innovation costs for enterprises

To support the innovative development of SMEs and guide them to continuously increase R&D investment and enhance their independent innovation capabilities, SMEs with an R&D investment ratio of over 8% (inclusive) in the previous year and possessing core intellectual property rights will receive rewards up to 20% of their total R&D expenses, with an annual support of up to RMB 1 million per enterprise.

05 Support for corporate credit loans and utilization of multiple financing methods

SMEs that obtain bank credit loans or finance through intellectual property pledge loans, short-term financing bills, private placement bonds and financial leasing will receive interest subsidy support at 30% of the actual interest paid for each loan or financing transaction, calculated on a monthly basis, with an annual interest subsidy of up to RMB 1 million per enterprise. Interest subsidy support generally does not exceed two years.

06 Support for SMEs to go global

To encourage enterprises to expand their overseas markets, specialized, high-end and innovation-driven enterprises participating in international large-scale exhibitions designated by the state will receive rewards at 30% of the actual project expenses (including booth rental, transportation costs and booth construction costs), with an annual support of up to RMB 300,000 per enterprise.

07 Support for the establishment of SME service platforms

This support applies to institutions approved as Beijing SME Public Service Demonstration Platform, Beijing Small and Micro-enterprise Entrepreneurship and Innovation Demonstration Base and Beijing Specialized and Sophisticated Enterprise Service Station, which provide professional services such as innovation and entrepreneurship, technology transfer, intellectual property rights, event organization, policy promotion, legal aid and management consulting to SMEs in Chaoyang District. Each institution will receive a financial reward of up to RMB 2 million based on performance evaluations.

08 Support for improving incubation services

Incubation institutions are encouraged to collaborate with parks and buildings, focus on high-end, precision and advanced industries, enhance their incubation capabilities and services and assist incubated enterprises in seeking development, thereby creating benchmark incubators. These institutions are also encouraged to participate in the classification and grading work of incubation institutions in Chaoyang District, and are supported in developing specialized, distinctive and benchmark services. Comprehensive performance evaluations will be conducted based on space utilization, industrial clustering, service innovation and enterprise growth, with each incubation institution receiving rewards of up to RMB 5 million based on performance evaluations.
