Measures for Supporting the Innovative Development of Web 3.0 in Chaoyang District

Recipients

Innovative enterprises in the Web 3.0 industry operating in compliance with regulations in Chaoyang District (possessing independent legal person status), construction companies providing application scenarios for technology enterprises, and innovative entities such as research institutions, social organizations, startup service agencies and park investment, construction or operation companies.

Specific Supports

Support for the establishment of innovation service platform carriers

An annual financial support of up to RMB 10 million will be provided to service carriers such as research centers, key laboratories, new-type R&D institutions, achievement commercialization platforms, joint laboratories, collaborative innovation centers, international cooperation platforms, innovation incubation platforms and application scenario linkage platforms centered on key and core technology areas of Web 3.0 for three consecutive years.

Support for key and core technological breakthroughs

Focus will be placed on key and core technologies of Web 3.0, including virtual reality and augmented reality, new display technologies, digital humans, human-computer interaction technologies, intelligent content generation technologies, 3D rendering engines, artificial general intelligence (AGI) technologies, and underlying tool software. Enterprises or industry-university-research collaborations will be supported in conducting technological research, with financial support of up to RMB 10 million per project.

Financial matching support may be provided for science and technology innovation projects approved and supported by the state or Beijing.

Support for the formulation of common technology standards

Enterprises will be supported in standard formulation around key common technology areas of Web 3.0. Based on an enterprise’s participation in standard drafting and its role in the process in the previous year, financial support of up to RMB 1 million, RMB 400,000 and RMB 200,000 will be provided for leading the formulation of national, Beijing municipal and industry-specific standards respectively. The total support for a single entity shall not exceed RMB 2 million.

Chaoyang District encourages enterprises to take the lead or actively participate in the formulation of international standards or mutual recognition of international standards for Web 3.0, and will provide support with reference to national standards.

Support for the establishment of common technology platforms

Chaoyang District encourages the construction of common technology service platforms such as studios for light field acquisition, motion capture and 4D panoramic acquisition, XR studios, metaverse digital human live streaming bases, as well as those for ownership verification, generation and circulation of digital assets.

For a platform that has been completed and put into operation, the platform’s operation and service provider may receive an annual financial support of up to RMB 10 million for operation and service, based on the platform’s comprehensive operation and service performance. Such support shall not be provided consecutively for more than three years.

Support for the construction and application of new infrastructure

Through the issuance of service vouchers or other means, financial support will be provided for enterprises to purchase services such as cloud rendering, cloud computing and AI computing power provided by qualified third-party platforms. The support amount for a single transaction shall not exceed 50% of the actual amount incurred in the same service contract, and the annual support for each enterprise shall not exceed RMB 5 million.

Support for the development of application scenarios and demonstration solutions 

For leading and innovative benchmark demonstration and application scenario projects, financial support of up to 30% of the investment in new technologies, products, services, R&D and construction (excluding civil engineering) will be provided, with support of up to RMB 5 million per project. Priority will be given to supporting scenario development companies in purchasing innovative technologies, products and services from enterprises for scenario project development.

Support will be provided for benchmark solutions with strong technological innovation that have been applied in the industry and have typical industry demonstration effects, with support of up to RMB 500,000 per solution.

Support for cultivating a group of high-potential enterprises in the industry

Focusing on the core industrial orientations and key links in the Web 3.0 industry chain, a group of high-quality, hard-tech and growth-stage enterprises mastering cutting-edge technologies will be identified and cultivated. Support of up to RMB 2 million will be provided to eligible high-potential enterprises based on their technological leadership and enterprise growth.

Support for the accelerated development of industry-leading enterprises

Centered on key links in the Web 3.0 industry chain, industry-leading enterprises will be supported in accelerating their development in Chaoyang District. Based on comprehensive evaluation results, financial support may be provided to enterprises for three consecutive years, with the total up to RMB 30 million over three years.

For key enterprises or major projects that are significant functional platforms of the industry or chain leaders in the industry chain or possess industrial agglomeration and driving effects, financial support may be provided for up to five consecutive years, with the total of up to RMB 100 million over five years, based on comprehensive evaluation results.

Support for the construction of specialized parks and incubation platforms

Various market entities will be supported in constructing specialized clustering carriers for Web 3.0, including Web 3.0 industrial parks, maker spaces and hard-tech incubators. Technical service facilities and shared public spaces will be built centered on industrial needs, and professional industrial cultivation, incubation and acceleration services will be provided. In industrial parks jointly constructed with district government departments, eligible enterprises will receive financial support for industrial ecosystem cultivation for three consecutive years, with an annual support of up to RMB 5 million per enterprise.

Chaoyang District supports operation and service agencies in constructing shared exhibition halls, public roadshow halls, release halls, conference rooms and other public service facilities, and providing professional services such as startup guidance, scenario matching, industrial chain integration and innovation and incubation and transformation for settled enterprises. Based on service implementation effectiveness, an annual financial support of up to RMB 10 million will be provided.
