Measures for Promoting High-Quality Development of the Cultural Industry in Chaoyang District

In accordance with the requirements of “leading in four areas” and “highlighting four aspects more prominently”, these measures are hereby formulated based on actual work conditions to further drive the high-quality development of the cultural industry in Chaoyang District and the National Cultural Industry Innovation Experimental Zone.

01 Support for the development of leading enterprises and chain leaders in the cultural industry

Enterprises with an annual revenue of RMB 3 billion that have the potential to realize an annual revenue exceeding RMB 5 billion may receive financial support of up to RMB 10 million per year for three years.

Enterprises with an annual revenue of RMB 5 billion that have the potential to realize an annual revenue exceeding RMB 10 billion may receive financial support of up to RMB 15 million per year for five years.

02 Support for scale and quality enhancement of cultural, sports and entertainment enterprises

Cultural, sports and entertainment enterprises with an annual revenue of RMB 100 million, a growth rate exceeding 10% and an incremental revenue of no less than RMB 50 million may receive support of up to RMB 3 million, calculated at 1.5% of the incremental revenue.

Cultural, sports and entertainment enterprises that achieve the designated scale and are included in the statistical scope with incremental revenue exceeding RMB 10 million, RMB 50 million and RMB 100 million may receive support of RMB 100,000, RMB 500,000 and RMB 1 million, respectively.

03 Support for cultivating new quality productive forces in the cultural industry

For application innovation projects carried out by cultural enterprises in digital cultural fields such as online audio-visual, gaming and esports, animation and film and creative design, support of up to RMB 3 million will be provided, calculated at 30% of the actual investment.

For cultural enterprises that utilize AI technologies or services provided by AIGC public technology platforms and achieve outstanding results, support of up to RMB 2 million will be provided, calculated at 30% of the actual costs incurred for purchasing technology or services.

Newly established national key laboratories in fields such as online audio-visual, gaming and esports, digital publishing and creative design may receive support of up to RMB 5 million.

04 Support for the supply of cultural consumption products

Support of up to RMB 3 million, calculated at 20% of the actual investment, will be provided to newly constructed innovative application scenarios such as virtual cinemas, immersive cultural tourism experience spaces, naked-eye 3D and holographic theaters, digital music theaters and digital exhibition halls with a total investment of not less than RMB 10 million.

Support of up to RMB 2 million, calculated at 20% of the actual investment, will be provided to new business forms of digital cultural projects such as digital music, online performances, art livestreaming, digital film and television and cloud exhibitions.

For cultural consumption products such as high-quality films, TV programs, online audio-visual programs and distinctive cultural and creative products, support of up to RMB 2 million will be provided based on market performance.

05 Support for the development of the gaming and esports industry

For the R&D of original high-quality games, support of up to RMB 10 million will be provided, calculated at 20% of the R&D investment.

For newly constructed or renovated esports venues with a building scale of not less than 3,000 square meters, support of up to RMB 10 million will be provided, calculated at 30% of the actual investment.

Support of up to RMB 10 million will be provided to esports clubs that newly establish their home venues in the Chaoyang District. An annual support of up to RMB 2 million will be provided to esports clubs that participate in international and national professional esports events in the current year, calculated at 50% of their comprehensive operational investment. Support of up to RMB 3 million for a single event will be provided to esports clubs that achieve outstanding results in well-known domestic and international esports events, with a cumulative annual support of up to RMB 4.5 million.

06 Support for the development of the film and television industry

For virtual reality films that have been filed and approved by the China Film Administration, support of up to RMB 3 million will be provided, calculated at 30% of the investment.

For the establishment of digital-intelligent film and television platforms that apply advanced technologies to promote quality and efficiency improvements in the film and television industry, support of up to RMB 5 million will be provided, calculated at 30% of the actual investment. For platforms that achieve outstanding results in serving film and television enterprises after completion, annual support of up to RMB 3 million will be provided, calculated at 5% of the actual service contract amount.

For digital film and television shooting bases and post-production bases with a building scale of not less than 10,000 square meters, support of up to RMB 10 million will be provided, calculated at 30% of the actual investment in base construction.

07 Support for the quality improvement and upgrading of cultural industry parks

Support of RMB 3 million and RMB 5 million will be provided to parks that enhance their quality through ecosystem construction, environmental improvement and service optimization, attract high-quality cultural enterprises to settle in, and achieve an annual revenue of over RMB 5 billion and RMB 10 billion for the first time among the settled enterprises respectively.

Support of RMB 1 million and RMB 2 million will be provided to parks that actively adjust their industrial forms and continuously improve their industrial capabilities, and achieve an annual revenue increase of over RMB 1 billion and RMB 2 billion among the settled enterprises respectively.

For parks that create distinctive features and achieve outstanding results in fields such as digital advertising, gaming and esports, online audio-visual and cultural tourism consumption, support of up to RMB 5 million will be provided, calculated at 30% of the public service investment.
