Measures for Supporting the Development of the Data Element Industry in Chaoyang District

Enterprises in the data element industry operating in compliance with regulations in Chaoyang District (possessing independent legal person status), construction entities providing application scenarios for sci-tech enterprises, innovative enterprises in the data element industry aligning with Chaoyang District’s development orientation, as well as innovative entities serving the development of the data element market, such as research institutions, social organizations, startup service agencies and park investment, construction or operation companies.

Specific Supports

01 Support for the establishment of a National Big Data Exchange

Chaoyang District supports Beijing International Data Exchange in enhancing its capabilities, establishing a comprehensive national data circulation and trading rule system, increasing the scale of data circulation and trading, and promoting the orderly circulation of data elements and the release of data value.

02 Support for the construction of data element infrastructure

Chaoyang District supports the development of data infrastructure such as trusted data spaces, data element circulation, data security services and data cross-border services centered around data aggregation, processing, circulation, application, operation and security assurance services.

For a platform that has been completed and put into operation, the platform’s operation and service provider may receive an annual financial support of up to RMB 10 million for operation and service, based on the platform’s comprehensive operation and service performance. Such support shall not be provided consecutively for more than three years.

03 Support for comprehensive data element services

Chaoyang District supports data vendors and professional service agencies in focusing on data element trading and circulation, and providing enterprises with services including data governance, data compliance, data custody, data registration, data evaluation, data asset inclusion in financial statements, data trading and cross-border data flow. Based on the service effectiveness of data vendors and professional service agencies, an annual financial support of up to RMB 5 million may be provided.

04 Support for data element circulation and trading

Chaoyang District supports the establishment of national, regional or industry-specific data registration platforms in the district, and supports enterprises in conducting activities such as data product listing, trading, cross-border data flow and data asset financial innovation through data trading platforms located in Chaoyang District.

Financial support of RMB 500,000 will be provided to enterprises that list more than 50 data products, obtain more than five data element registration certificates or achieve data asset inclusion in financial statements for the first time with an amount exceeding RMB 500,000.

Enterprises conducting data trading at legally established data trading institutions will receive financial support based on 5% of their annual total data trading volume.

Enterprises registering and filing data trading for entry into the market will receive financial support based on 1% of their annual total trading volume.

The total annual financial support for the same enterprise for the above projects shall not exceed RMB 2 million.

05 Support for cross-border data flow

Chaoyang District encourages enterprises to engage in cross-border data flow business. Enterprises that achieve compliant data export for the first time through methods such as security assessments by data export authorities, standard contract filings or certification of outbound personal information protection will receive financial support of RMB 500,000.

06 Support for the establishment of major innovation platforms and industry organizations

Chaoyang District supports the establishment of major innovation platforms and industry associations centered around establishment of mechanisms, rules and infrastructure for data elements as well as data aggregation, operation, trading and security assurance, such as research centers, key laboratories, new R&D institutions, achievement commercialization platforms, joint laboratories and collaborative innovation centers. An annual financial support of up to RMB 10 million may be provided for up to three consecutive years.

07 Support for the accelerated development of major projects in the data element industry

Chaoyang District supports the accelerated development of major projects of data element-intensive enterprises, data vendors engaged in data governance, aggregation and operation as well as data security service enterprises. Based on comprehensive evaluation results, enterprises may receive financial support for up to three consecutive years, with the total up to RMB 30 million over three years.

For key enterprises or major projects that are significant functional platforms of the industry or chain leaders in the industry chain or possess industrial agglomeration and driving effects, financial support may be provided for up to five consecutive years, with the total up to RMB 100 million over five years, based on comprehensive evaluation results.

08 Support for the construction of data industry cluster parks and incubation platforms

Chaoyang District supports building specialized data industry parks, maker spaces and hard-tech incubators centered around data industry clustering, developing technical service facilities and shared public spaces around industry needs, and providing specialized industry cultivation, incubation and acceleration services. In industrial parks jointly constructed with district government departments, eligible enterprises will receive financial support for industrial ecosystem cultivation for up to three consecutive years, with an annual support of up to RMB 5 million per enterprise.

Chaoyang District supports operational service agencies in constructing shared exhibition halls, public roadshow halls, release halls, conference rooms and other public service facilities, and providing professional services such as startup guidance, scenario matching, industrial chain integration and innovation, and incubation and commercialization for settled enterprises. Based on service implementation effectiveness, an annual financial support of up to RMB 10 million will be provided.

09 Support for key common technology R&D in data elements

Chaoyang District supports the R&D of full-stack technologies across the data chain, including data production, storage, computation, governance, circulation and trading. It also supports technological innovation R&D and integrated applications such as integrated distributed storage and computation, multi-model data hybrid computation, cloud-native technologies, AI, spatial intelligence, blockchain, privacy computation and data fingerprinting under a zero-trust mechanism.

Chaoyang District supports technological breakthroughs and theoretical and policy studies centered around the protection, monitoring systems, legal rights confirmation and pricing evaluation of data assets. Key R&D projects will be formulated annually, and open competitions for project leadership will be organized. A single technology R&D project will receive support of up to RMB 10 million. Financial matching support may be provided for science and technology innovation projects approved and supported by the state or Beijing.

10 Support for high-quality dataset supply

Chaoyang District supports enterprises and institutions in constructing open high-quality datasets and corpora centered around such areas as smart city, finance, healthcare, education and consumption.

Chaoyang District supports the training of artificial general intelligence (AGI) large models and industry-specific large models.

Based on data scale, quality, update frequency and application effectiveness, financial support of up to RMB 2 million will be provided.

11 Support for the opening of data application scenarios

Chaoyang District supports the development of high-quality data products and the delivery of high-value application scenarios centered around key industries, smart city, healthcare, commerce, finance and cultural tourism.

For typical data element application cases and application scenario development projects, financial support will be provided based on not more than 30% of the investment amount (excluding civil construction) in new technologies, products, services, R&D and construction, with support of up to RMB 5 million per project. Priority will be given to supporting scenario development entities in procuring innovative technologies, products and services from enterprises for scenario project construction.

Support will be provided for benchmark solutions with strong technological innovation that have been implemented in the industry and possess typical industry demonstration effects, with support of up to RMB 500,000 per solution.
