Measures for Supporting the Innovative Development of the Digital Healthcare Industry in Chaoyang District

Recipients

Technological innovation enterprises in the digital healthcare industry operating in compliance with regulations in Chaoyang District (possessing independent legal person status), as well as innovative entities such as research institutions, social organizations, professional service agencies and park investment, construction or operation companies that support and promote the integrated development of Information Technology (IT) + Biotechnology (BT). Joint applications from industry-university-research-application entities are encouraged.

Specific Supports

Support for AI-based drug development

Chaoyang District supports enterprises and research institutions in conducting innovative drug R&D and validation evaluations centered around key technologies and stages of innovative drug development, including new algorithm design and optimization, functional prediction, gene editing design, delivery vector construction and automated high-throughput screening. Projects playing a pivotal role in the innovative development of Chaoyang District’s digital healthcare industry will receive financial support of up to RMB 10 million, based on project effectiveness.

Support for the development of AI-assisted diagnosis and treatment products 

Chaoyang District supports enterprises and research institutions in developing AI-assisted diagnostic products with functions such as differential diagnosis and nature determination, as well as AI-assisted treatment products that fulfill clinical diagnosis and treatment needs including surgical planning and treatment decision-making. Products with domestically and internationally leading technology and performance and high clinical value will receive support of up to RMB 5 million.

Support for the development of intelligent high-end medical equipment and devices

Chaoyang District supports the development of intelligent medical device industries, including surgical robots, medical imaging equipment, in vitro diagnostic (IVD) products, gene detection and synthesis equipment, surgical treatment and life support equipment, traditional Chinese medicine (TCM) diagnostic and therapeutic equipment and intelligent medical software.

For Class III medical devices included in the national medical device innovation program or priority review pathway that complete clinical trials, financial support of up to RMB 3 million per product will be provided.

For other Class III medical devices that complete clinical trials, support of up to RMB 1 million per product will be provided.

For medical devices that obtain Class II or Class III medical device registration certificates for the first time and achieve industrial-scale production in Chaoyang District, one-time financial support of RMB 5 million per product will be provided. Each enterprise can receive an annual support of up to RMB 10 million.

Chaoyang District supports enterprises or research institutions in conducting intelligent upgrades or independent software development of existing high-end treatment equipment based on AI technology, and achieving key process optimization and performance parameter enhancement. Products that complete engineering prototype development and independent software finalization pre-clinically and obtain type inspection reports from nationally recognized third-party testing institutions will receive one-time financial support of RMB 2 million.

Support for digital development in TCM

Chaoyang District supports enterprises and research institutions in conducting digital transformation in TCM based on new-generation information technologies and centered around the diagnostic and therapeutic thoughts of renowned TCM practitioners, TCM dialectical logic and diagnostic patterns, classical prescriptions and proven formulas of experienced TCM practitioners.

Projects forming TCM clinical diagnosis and treatment platforms, TCM digital evidence-based service platforms and TCM R&D and validation platforms will receive financial support of up to RMB 5 million, based on their match with diagnosis and treatment results from TCM experts.

Support for the open application of medical and health data

Chaoyang District encourages enterprises and research institutions to carry out medical and health data-related businesses in accordance with laws and regulations, focusing on the formulation of medical data standards, pilot data applications, data openness and sharing, data trading and cross-border data flow. Financial support of up to RMB 2 million will be provided based on data scale, data quality and application effectiveness.

Support for medical and health management and services based on new-generation information technologies

Chaoyang District supports enterprises and research institutions in utilizing new-generation information technologies to provide various management services centered around healthcare institutions, Internet healthcare, full lifecycle operations of pharmaceutical enterprises, wearable devices and health applications (APPs) and medical insurance.

Projects with significant value and contributions in achieving early screening and diagnosis, precision medicine, accelerated rehabilitation and reduced medical costs will receive financial support of up to RMB 3 million.

Support for the accelerated development of technologically advanced and industry-leading enterprises in digital healthcare

Chaoyang District supports technologically advanced and industry-leading enterprises that align with the industrial orientation supported by these measures to accelerate their development in Chaoyang District. Based on comprehensive evaluation results, enterprises will receive financial support for up to three consecutive years, with the total up to RMB 30 million over three years. For new business segments of leading enterprises within the district that align with the industrial orientations supported by these measures, support will be provided by reference to the above policy.

For key enterprises or major projects that are significant industrial functional platforms in the industry or chain leaders in the industry chain or possess industrial agglomeration and driving effects, enterprises will receive financial support for up to five consecutive years, with the total up to RMB 100 million over five years, based on comprehensive evaluation results.
