Chaoyang District Industry Cultivation Partner Program

I. General Provisions

In accordance with the Opinions on Further Strengthening Investment Promotion Efforts to Drive High-Quality Economic Development (JZZ [2021] No. 32), this program is formulated to fully mobilize the strength of social service institutions, accelerate the regional industry transformation and upgrading, and build a high-end, sophisticated and cutting-edge economic structure.

II. Partner Criteria

Industry cultivation partners referred to in this program must simultaneously meet the following conditions:
Partners must be registered with market supervision, civil affairs, judicial administration or other relevant departments and must not be listed for abnormal business operations or as severely untrustworthy entities.

Partners must have been established for at least one year.

The newly established enterprises (or institutions) served by partners in Chaoyang District should contribute to promoting industry cultivation in the district.

The newly established enterprises (or institutions) served by partners in Chaoyang District should not fall within the scope of the list of prohibited and restricted items for new industries in Beijing’s central urban area.

III. Rewards and Standards
Specific reward standards for industry cultivation partners are as follows, based on the comprehensive development of newly established enterprises (or institutions):

01 Supporting high-quality development of enterprises.

02 Promoting high-quality development of key industries.

03 Encouraging foreign investment.

04 Driving the formation of a key industrial ecosystem in the region.

05 Encouraging the clustering of key international functional institutions.

Supporting high-quality development of enterprises

Within three natural years from the establishment of an enterprise (or institution), if the enterprise demonstrates high-quality development and outstanding performance in any year, partners may receive tiered support based on comprehensive expert evaluation results, with a financial reward of up to RMB 2 million.

Promoting high-quality development of key industries
Within three natural years from the establishment of an enterprise (or institution), if the enterprise achieves high-quality development meeting the following requirements in any year, partners may receive a one-time financial reward of RMB 500,000:

In the industrial sector, achieving an industrial output value of not less than RMB 200 million;

In the sci-tech services sector, achieving revenue of not less than RMB 200 million;

In the leasing and business services sector as well as the software and information services sector, achieving revenue of not less than RMB 500 million;

In the wholesale sector, achieving sales of not less than RMB 5 billion;

In the retail sector, achieving new retail sales of not less than RMB 500 million;

In the culture, sports, and entertainment sector, achieving revenue of not less than RMB 100 million.

Encouraging foreign investment

If the total actual utilized foreign capital by a foreign-invested enterprise served by partners in the current year reaches not less than USD 5 million, tiered rewards will be provided based on the actual utilized foreign capital scale as statistically reported by the Ministry of Commerce:

For a total actual utilized foreign capital ranging from USD 5 million (inclusive) to less than USD 50 million, a financial reward of up to RMB 500,000 will be provided;

For a total actual utilized foreign capital ranging from USD 50 million (inclusive) to less than USD 100 million, a financial reward of up to RMB 750,000 will be provided;

For a total actual utilized foreign capital of not less than USD 100 million, a financial reward of up to RMB 1 million will be provided.

Driving the formation of a key industrial ecosystem in the region

Industry-leading enterprises and chain leaders are encouraged to drive upstream and downstream enterprises to establish new enterprises (or projects) in Chaoyang District. If, after comprehensive expert evaluation, it is recognized that these efforts significantly enhance the upgrading of the industrial structure and the improvement of industrial ecosystem in the district, leading enterprises and chain leaders will receive a one-time financial reward of up to RMB 500,000 based on the number of newly established upstream and downstream enterprises in the current year.

Encouraging the clustering of key international functional institutions

Partners are encouraged to provide services to newly established internationally influential functional institutions, such as international institutions, international organizations and foreign chambers of commerce, in Chaoyang District in the current year. If, after comprehensive expert evaluation, it is recognized that these efforts significantly enhance the business environment and industrial development environment in the district, partners may receive a one-time financial reward of up to RMB 200,000 for each institution served.

IV. Reward Application and Review
Only one partner will be rewarded for the same newly established enterprise (or institution). The newly established enterprise (or institution) shall provide a service authorization letter as the basis for confirming the partner’s reward. If multiple partners provide services to the same newly established enterprise (or institution), the enterprise (or institution) must authorize in writing a single partner to apply for the reward.

The project registration platform entry time for partners should be earlier than the registration completion time of the enterprise (or institution) in Chaoyang District, with no less than 20 working days in principle.
In accordance with the principle of non-duplication of support, partners providing services to the same newly established enterprise (or institution) are only eligible for one policy support. Partners may autonomously choose a support policy that meets the reward conditions, but may not simultaneously enjoy multiple policies.
