Recipients Innovative enterprises in the AI industry operating in compliance with regulations in Chaoyang District (possessing independent legal person status), construction entities providing application scenarios for AI enterprises, as well as innovative entities such as research institutions, social organizations, startup service agencies and park investment, construction or operation companies serving the AI industry. |

|
Specific Supports Support for strengthening computing power resource guarantees Chaoyang District will implement a computing power partnership cooperation plan, selecting high-quality computing power service providers within the region. Financial support will be provided for expenses incurred by purchasing computing power services from partners for general large models, industry-specific large model training optimization, and other related R&D and innovation activities. The maximum support amount shall not exceed 50% of the actual contract amount, with an annual support not exceeding RMB 5 million per enterprise. |

Support for trading and circulation of data elements Financial support will be provided in accordance with relevant policies of the region for enterprises engaging in activities such as listing and trading of data products and computing power services, cross-border data flows, and financial innovations in data assets through national or regional data trading venues and industry-specific data trading platforms. |

|
|
Support for development of open-source platforms Open-source platforms and projects playing a crucial role in the establishment of AI ecosystem and innovative applications of large models can receive an annual financial support of up to RMB 10 million for three consecutive years. |

|
|
Support for establishment of public service platforms For platforms that have been established and are operational, an annual operational service financial support of up to RMB 10 million will be provided to the operational service entities based on a comprehensive assessment of operational service performance, with continuous support for the same platform not exceeding three years. |

|
Support for the development of innovative service carriers Chaoyang District supports enterprises, research institutions, universities and professional service agencies in establishing innovative service carriers such as scenario laboratories, achievement commercialization platforms and industrial innovation centers centered around AI technology and innovative applications of large models. An annual financial support of up to RMB 5 million can be provided for platform establishment and development for three consecutive years. |

Support for key technology R&D Focus will be placed on areas include key and core technologies, including AI chips, generative AI, efficient data processing, next-generation perception and cognition, deep learning frameworks, multimodal intelligence, decision-making intelligence, brain-inspired intelligence, intelligent robots, AI operations (AIOps) and security, as well as key algorithm R&D in AI to promote technological innovations related to large models. Chaoyang District supports enterprises or industry-university-research collaborations in conducting technological breakthroughs, with individual projects receiving financial support of up to RMB 10 million. Sci-tech innovation projects approved and supported by the state or Beijing may receive matching financial support. |

Support for innovative applications of large models For leading and innovative large model application scenario projects, financial support of up to 80% of the R&D and construction investment (excluding civil engineering) will be provided, with support of up to RMB 5 million per project. Each year, a batch of outstanding models in the vertical domain with advanced performance and successful applications will be selected, with each receiving support of up to RMB 2 million based on industry leadership and demonstration effects. |

Support for the accelerated development of industry-leading enterprises Chaoyang District supports the rapid development of industry-leading enterprises, especially large model and generative AI enterprises, in key links of the AI industry chain in the region. Based on comprehensive evaluation results, financial support can be provided to enterprises for three consecutive years, with the total up to RMB 30 million over three years. For key enterprises or major projects that are significant functional platforms of the industry or chain leaders in the industry chain or possess industrial agglomeration and driving effects, financial support can be provided for up to five consecutive years, with the total up to RMB 100 million over five years, based on comprehensive evaluation results. |

Support for the establishment of specialized industrial parks and incubation platforms In industrial parks jointly constructed with district government departments, eligible enterprises will receive financial support for industrial ecosystem cultivation for three consecutive years, with an annual support of up to RMB 5 million per enterprise. Chaoyang District supports operation and service agencies in constructing shared exhibition halls, public roadshow halls, release halls, conference rooms and other public service facilities, and providing professional services such as startup guidance, scenario matching, industrial chain integration and innovation and incubation and transformation for settled enterprises. Based on service implementation effectiveness, an annual financial support of up to RMB 10 million will be provided. |

Support for the organization of sci-tech cooperation and academic exchange activities For activities cooperated or jointly hosted with Chaoyang District, based on activity influence and effectiveness, financial support of up to RMB 2 million will be provided, based on 50% of the activity costs. Chaoyang District encourages enterprises to actively participate in key domestic and international academic conferences and brand exchange activities to promote domestic and international sci-tech exchanges and cooperation and enhance enterprises’ sci-tech innovation capabilities. Financial support of up to RMB 1 million will be provided based on the scale and importance of such activities as well as the degree of enterprise engagement. |
