Over the next five years, Chaoyang will continue its journey toward becoming a more open, innovative, dynamic, inclusive, and welcoming district. With this vision, we have penned five letters -- to each of you who has followed, supported, and taken part in Chaoyang’s story.

你一定熟悉朝阳区的开放。它在使馆区的街道里、在北京CBD的灯光里、也在亮马河畔一次次跨越语言的相遇里。未来五年，朝阳区将建设首都高水平对外开放窗口区，让“与世界共朝阳”更加可感、可及、可融入。

You know Chaoyang’s openness well. You see it in the embassy district’s streets, in the glow of Beijing CBD, and in the crosscultural encounters along Liangma River. Over the next five years, Chaoyang will establish itself as a window for Beijing’s high-standard opening-up, making the vision of “Chaoyang and the World: Embracing the Future” more tangible, accessible, and immersive.

会客厅更强 /A Stronger Global Reception Hall

推进第四使馆区建设，提升奥林匹克中心区整体品质和接待能力，打造无时不在、无处不在的“全球会客厅”，让外事活动、文体赛事、商务交往、科技创新在朝阳发生。

We expedite the development of the Fourth Embassy District, and enhance the overall quality and reception capacity of the Olympic Center Area. Our goal is to build an ever-present, all-encompassing “Global Reception Hall,” a venue that hosts diplomatic affairs, cultural and sporting events, business exchanges, and technological innovation.

试验田更实 /A More Solid Testing Ground

纵深推进“两区”建设，建设国际法商融合示范区，完善服务包、服务管家制度，让企业“引进来”更安心、“走出去”更有底气。

We will deepen the development of the “Two Zones” and build a demonstration zone for integrated international legal and commercial services, and refine our tailored service packages and dedicated service steward mechanisms, so that businesses can settle in with greater confidence and expand globally with greater assurance.

建设外籍人士综合服务中心，推动离境退税商店增量扩容，营造更友好的国际消费环境。

We will establish a comprehensive one-stop service center for foreign nationals, and expand the network of tax-refund stores to create a more inclusive and friendly international consumption environment.

Over the next five years, Chaoyang will develop into a demonstration zone for integrated development of new quality productive forces, where scientific and technological innovation deeply converges with industrial innovation.

产业向新 /Revitalizing Emerging Industries

实施“人工智能+”行动，高水平建设人工智能创新街区“光智空间”。

We will roll out the “AI+” initiative and build OCAI Valley, a high-standard innovation hub dedicated to artificial intelligence.

建设全国首个数据商务区，布局数字安全、智能网联汽车、智慧康养，以及光电子、量子、未来空间、脑机接口等未来赛道。

We will establish China’s first data business district, and cultivate future-oriented sectors including digital security, intelligent connected vehicles, smart elderly care, optoelectronics, quantum technologies, future space applications, and brain-computer interfaces.

实施“科技百园”工程，建设100个科技园区。

We will also implement the “Hundred Tech Parks” initiative, developing 100 science and technology parks across the district.

We will strengthen ties with the world’s leading universities and international science and technology organizations. We will upgrade the “Chaoyang and the World: Embracing the Future” international tech exchange hub, and support local tech enterprises in expanding into overseas markets.

你一定感受过朝阳的活力。它在三里屯的街头，在CBD的楼宇间，在亮马河的水岸，在奥林匹克中心区的赛事现场，也在一杯咖啡、一场演出、一次周末市集中。

You have certainly felt the vitality of Chaoyang. It is in the streets of Sanlitun, among the high-rises of Beijing CBD, along the banks of Liangma River, at the sports events in the Olympic Center Area, and also in a cup of coffee, a live performance, or a weekend market.

未来五年，朝阳将建设国际消费中心城市主承载区，打造具有全球影响力的消费活力之城。

Over the next five years, we will become a key district in a leading international consumption city and build a globally influential city of vibrant consumption.

这里将聚焦CBD×三里屯国际消费体验区、奥运特色活力片区、“两河一带”世界级滨水经济区等重点片区，系统完善消费空间布局。

We will improve “CBD × Sanlitun International Consumption Experience Zone” and the vibrant Olympic-themed area, and the world-class “Two Rivers and One Belt” waterfront economic zone so as to boost commercial vitality and experience.

这里将推进太古坊、世贸天阶、燕莎友谊商城、朝阳站万象城等商业项目，建设“24小时活力城区”，打造美食之城、茶香之城、咖啡之城、时尚之城。

We will advance key commercial projects such as Taikoo Place Beijing,The PLACE, Beijing Yansha Friendship Mall, and The MixC at Chaoyang Railway Station. We will cultivate backstreet economy, micro-vacation, and community commerce, build a 24-hour vibrant city, and make Chaoyang a city of gastronomy, tea, coffee and fashion.

相信很多人都感受到了，朝阳区的文化，有元大都遗址的风，有东岳庙、北顶娘娘庙的古意，有奥运遗产和工业遗产的记忆，也有798、潮玩、影棚、书店和演唱会的年轻表达。

Many of you have surely felt Chaoyang’s culture: the spirit of the Yuan Dynasty ruins, the ancient charm of Dongyue Temple and Beiding Niangniang Temple, the memories of Olympic and industrial heritage, and the youthful energy of 798 Art District, trendy toys, film studios, bookstores, and concerts.

未来五年，朝阳将建设首都文化创新引领区，以“潮”带动、用“新”驱动，推动文化科技融合、文商旅体展融合。

Over the next five years, we will become a pioneer of cultural innovation in the capital. Driven by trendiness and innovation, we will promote the integration of culture and technology, and the convergence of culture, commerce, tourism, sports, and exhibitions.

这里将保护活化城市历史记忆，让传统技艺与潮玩品牌跨界共创，编制大运河朝阳段保护传承发展行动计划，让千年文脉在滨水空间中继续生长。

We will preserve and revitalize the city’s historical heritage, and encourage cross-sector collaboration between traditional crafts and trendy toy brands. We will also formulate an action plan for the protection, inheritance, and development of the Chaoyang section of the Grand Canal, so that the millennium-old cultural lineage continues to thrive along the waterfront.

这里将优化“3+1+S”公共文化设施网络，培育演艺新空间，提升“百馆之城”品质，擦亮“来朝阳看展”品牌。

We will optimize the “3+1+S” public cultural facilities network, foster new performance venues, enhance the quality of the “City of a Hundred Museums,” and strengthen the brand of “Come to Chaoyang for Exhibitions.”

一座城市的温度，常常藏在细节里。

The warmth of a city often lies in its subtle details.

未来五年，朝阳区将建设超大城市现代化治理典范区。这里将搭建“10+N”城市更新组团体系，推进轨道微中心和沿线区域整体更新。

Over the next five years, Chaoyang will build itself into a model of modernized governance for a mega-city. We will launch a “10+N” urban renewal cluster system and promote comprehensive upgrades of transit micro-hubs and the areas along transit corridors.

这里将推动老旧小区综合整治、电梯加装、市政管网改造，让更新真正落到生活里。

We will carry out fullscale renovations of old residential communities, install new elevators, upgrade municipal pipeline networks, ensuring that renewal translates into tangible benefits for daily life.

这里将建设首都花园城市示范区，坚守“两环六楔、五河十园、多廊交织”的绿色格局，提升公园绿地500米服务半径覆盖率，新建、改造绿道100公里。

We will build a capital Garden City demonstration zone, adhering to the green spatial framework of “two rings, six wedges, five rivers, ten parks, and interwoven green corridors.” We will increase the coverage of park green spaces within a 500-meter service radius of residential areas, and construct or upgrade 100 kilometers of urban greenways.

这里将放大亮马河国际风情水岸品牌，推进坝河21公里全线通航和北小河治理。最好的服务就是最好的治理。未来的朝阳，会更好看，也更好住。

We will further elevate the Liangma River International Waterfront brand, achieve full 21-kilometre navigation of the Ba River, and advance ecological improvement of the Beixiaohe River. The best governance is the best service. In the years ahead, Chaoyang will be not only more beautiful to behold, but also more comfortable to call home.
