Jinzhan International Cooperation Service Zone is located in the northeast of Chaoyang district, adjacent to the fourth embassy zone. It is a comprehensive demonstration zone for the expansion and opening of the national service industry, an international business service sub-zone of China (Beijing) Pilot Free Trade Zone, and an important place for undertaking the tasks of building functional parks and zones such as Beijing Pilot Digital Trade Zone.

FUTURE PRIORITIES OF JINZHAN INTERNATIONAL COOPERATION SERVICE ZONE

1. Serve the fourth embassy zone and create a new platform for diplomacy

  • Build an international organization cluster to attract international organizations, industry associations and alliances under the "Belt and Road Initiative", RCEP, and China-Europe trade cooperation to set up headquarters here.
  • Build a diversified, normalized, and convenient platform for international exchange activities and become a centre for non-governmental and sister-city public diplomatic activities in economy and trade, culture, science and technology, consumption, etc.
  • Create an urban living environment similar to that of overseas by introducing high-level international schools, establishing an international multilingual education system, supporting the introduction of international medical institutions, docking with the international medical insurance system, establishing a service platform suitable for the introduction and development of international talents, and building international talents communities.

2. Build the second Sanlitun which is fashionable and vibrant

  • Promote the construction of duty-free commercial areas for imported goods by building tax-free (refund) shops in the city, developing integrated consumption and pre-check-in pilots, and 144-hour transit visa-free policies, creating a "duty-free shopping centre" that integrates multiple business types, and introducing flagship brands of Wangfujing, the China National Service Corporation for Chinese, etc.
  • Create a vibrant and fashionable international commercial block by building a park-style commercial space and a commercial form covered by technological scenes, and creating a new style of international commercial area and an experiential block of emerging formats.

3. Foster a service industry in line with international regulations

  • Build a high-end production service industry by focusing on attracting internationally renowned professional service companies in audit, consulting, rating, and human resources, as well as cross-border and industrial financial institutions based on the business needs of international organizations and multinational companies.
  • Develop a high-quality life service industry to meet the diversified service needs of people.
